Overview

The Chief Training Officer will support the Chief ITS in coordinating and harmonizing peacekeeping training within the Secretariat and missions. This role involves leading a team to assess, design, develop, deliver, and monitor peacekeeping training.


Key Responsibilities
  • Support the Chief ITS in ensuring coordination and harmonization among all forms of peacekeeping training within the Secretariat and missions.
  • Lead a team of civilian, military and police training experts engaged in training needs assessment, design, development, delivery and monitoring and evaluation of peacekeeping training.
  • Oversee the effective management of training needs identification, development, delivery, and evaluation for all forms of peacekeeping training.
  • Coordinate the preparation and review of annual training plans by missions and ITS.
  • Coordinate the content and delivery of programmes, courses, and training modules.
  • Develop, maintain, promulgate, and monitor the implementation of peacekeeping training policy and standards.
  • Provide policy advice to the Chief of ITS on conceptual strategy development.
  • Provide technical training guidance, advice, and oversight.
  • Develop partnerships with, and manage outreach activities to Member States, national and regional training institutions, United Nations system partner organizations, and external non-governmental organizations and institutions of learning and research.
  • Coordinate activities related to DPO/DOS-wide budget and funding for peacekeeping training.
  • Support fundraising and liaison with donor Governments and organizations for extra-budgetary support.
  • Plan and oversee the management of activities undertaken by the assigned Team.
  • Manage, supervise and carry out the work programme of the Team.
  • Represent ITS and DPO-DOS at departmental and inter-agency bodies dealing with training issues.
  • Deputize for the Chief of ITS as required.
  • Undertake other duties and special assignments as requested by the Chief of ITS.
Required Experience

A minimum of ten years of progressively responsible experience in human resource management and training, preferably within the United Nations Common system is required. A minimum of three years of direct experience in the development of training delivery and/or development is required. At least one year of experience in a peacekeeping or special political mission is required. Experience in development of training standards and guidance is required. Experience in working with a mixed team of civilian and uniformed personnel is required.

Qualifications

An advanced university degree (Master’s or equivalent) in human resources management, public or business administration or related fields is required. A first-level degree (Bachelor’s degree or equivalent) with a relevant combination of academic qualifications and extensive experience in training development, programme/project management may be accepted in lieu of an advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
