Overview

The Staff Assistant (Financial Support) role is responsible for developing and maintaining the Recognized Financial Picture (RFP) and serving as the primary point of contact for NATO Security Investment Programme (NSIP) and Military Budget (MB) questions within JSEC.


Key Responsibilities
  • Processes RFP developments on JSEC level in close coordination with SHAPE.
  • Maintains the RFP when developed.
  • Takes over the role of RFP Single POC (SPOC) for the JSEC.
  • Supports the development of policies, procedures, standing operating instructions (SOIs), and strategies.
  • Takes over active parts by exchanging information and assessing them in order to enable Situational Awareness in the area of the RFP.
  • Provides SME to working groups and boards staff, internal and external.
  • Supports the development and the maintaining of the Recognized Contractual Picture (RCP).
  • Performs comprehensive Staff Officer responsibilities in respective field of expertise and undertake work as part of a project team or working in operational cases.
  • Represents the Branch Head in crisis action team (CAT) when other deputies are not available.
  • Represents the Branch in battle rhythm events if ordered.
  • Ensures coherent and productive work in line with given guidance.
  • Ensures that processes are in line with NATO doctrines and legal framework.
  • Ensures internal control measures and quality control.
  • Performs other duties as assigned or directed.
Required Experience
  • Proven experience in financial management, control and stewardship of IT assets and resources used in the provision of IT services, including the identification of materials and energy costs, ensuring compliance with all governance, legal and regulatory requirements.
  • Advising on financial planning and budgeting.
  • Developing financial plans and forecasts.
  • Monitoring and managing IT expenditure, ensuring that all IT financial targets are met, and examining any areas where budgets and expenditure exceed their agreed tolerances.
  • Assisting with the definition and operation of effective financial control and decision making, especially in the areas of service, projects and component cost models and the allocation and apportionment of all incurred IT costs.
  • Analyzing actual expenditure, explaining variances, and advising on options in use of available budget.
  • Prior experience of working in an international environment comprising both military and civilian elements is desirable.
  • Knowledge of NATO responsibilities and organization, including ACO and ACT is desirable.
Qualifications
  • Higher Secondary education and completed higher vocational training in finance, accounting, business administration, economics, public administration or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.
  • Any further training certificates and courses related to subject field or acquired through NATO (e.g.: Resource Management, Orientation Course) is desirable.
