Overview

The FAO Representative (FAOR) leads and manages the FAO country office, representing FAO in the country and developing collaboration with stakeholders on development and humanitarian issues.


Key Responsibilities
  • Represent FAO towards national authorities, partners and stakeholders.
  • Advocate FAO's policy positions and raise awareness of FAO.
  • Support UN joint communication efforts.
  • Facilitate access to FAO's knowledge resources.
  • Provide leadership on food security and agriculture policy.
  • Lead emergency response preparedness, coordination and response.
  • Develop and operationalize the Country Programming Framework (CPF).
  • Lead the analysis of the country situation.
  • Lead FAO's contribution to UN common planning and programming frameworks.
  • Advise and collaborate with internal partners.
  • Lead the dialogue and liaise with national government authorities.
  • Support the establishment of effective partnerships and collaborations.
  • Lead country-level mobilization of extrabudgetary resources.
  • Support the Resident/Humanitarian Coordinator in UN resource mobilization efforts.
  • Ensure programmes are managed and monitored effectively.
  • Mobilize technical backstopping to FAO projects.
  • Provide technical support services.
  • Operate as budget holder for national projects.
  • Oversee effective implementation of FAO programmes and projects.
  • Report results as per corporate reporting requirements.
  • Address issues in real-time.
  • Lead and manage the Country Office and ensure effective use of resources.
  • Manage security and safety of FAO personnel.
  • Improve observance of legal, statutory or regulatory obligations and ethical standards.
  • Promote and nurture staff development.
  • Identify and implement effective controls for operational risks.
  • Maintain and improve reliability of financial and non-financial information.
  • Reduce losses and waste of assets and resources.
  • Ensure a gender focal point is designated.
  • Sustain and increase confidence in FAO's management systems.
  • Promote and lead initiatives under the FAO Corporate Environmental Policy.
Required Experience
  • Ten years of relevant experience in planning, formulation, implementation, monitoring and evaluation of field programmes.
  • Work experience in more than one location or area of work, particularly in field positions is essential, in both programmatic areas and fostering government relationships.
  • Extent and relevance of experience in developing and managing country field programmes from design to delivery.
  • Extent and relevance of experience in the coordination and/or management of technical cooperation projects and programmes, including emergency, recovery and rehabilitation related programmes.
  • Demonstrated experience in resource mobilization.
  • Extent and relevance of experience in negotiating and cooperating with national governments, intergovernmental organizations and other institutions, as well as in designing collaborative networks and joint programmes.
Qualifications

• Advanced university degree (Master's degree or equivalent) in an area related to the activities of the Organization, e.g. agriculture, forestry, fishery or rural development, etc.

Languages Required
• Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
Languages Preferred
• Intermediate knowledge (intermediate proficiency - level B) of Russian is desirable.
Contract Duration
Fixed term: Two years with possibility of extension
