Overview

Support the WHO Country Office in human resources and workforce planning, and manage the HR unit to ensure transparent, efficient, and effective functioning.


Key Responsibilities
  • Support the WHO Country Office in respect to human resources and work force planning.
  • Organize, manage and supervise the HR unit.
  • Provide advice on interpretation and application of HR policies, regulations and rules.
  • Advise on benefits and entitlements for staff.
  • Advise and counsel staff in regard to responsibilities, code of conduct as well as rights.
  • Oversee and conduct recruitment and outreach for affiliates and staff.
  • Serve as focal point for the implementation and monitoring of the WHO’s ERP system with respect to its HR- components.
  • Provide guidance and ensure compliance across the office in the implementation of the performance appraisal system.
  • Conduct training and orientation programmes on HR operations issues at country level.
  • Counsel staff members about talent development opportunities.
  • Provide HR inputs in the programme and budget development process of the Office.
  • Act as a focal point for the continuous dialogue between the management and staff representatives.
  • Attend meetings and participate in salary surveys, DSA/cost of living surveys and provide feedback to counterparts.
  • Organize and lead capacity building initiatives related to implementation of related international standards and norms.
Required Experience
  • At least five years of progressively responsible professional experience in human resources management and administration.
  • Demonstrated professional experience in the operational application of human resources management policies, rules, and procedures is essential, including experience in talent acquisition, recruitment and selection processes, and the administration of staff benefits and entitlements.
  • Prolonged experience applying HR policies within the United Nations Common System or in international organizations operating under comparable regulatory frameworks as well as supervisory experience is essential.
  • Demonstrated professional experience working in a country office or field-based operational environment is desirable.
  • Experience in humanitarian emergency contexts, health outbreak response operations, and/or resource-constrained settings would be considered an asset.
Qualifications
  • A first university degree in human resources management, business or public administration, law, social science, or related field from an accredited/recognized institute.
  • Advanced university degree in human resources, business, public administration or related field is desirable.

Languages Required
Excellent knowledge of English.
Languages Preferred
Knowledge of French or Arabic is an asset.
Contract Duration
1 year subject to availability of funds, satisfactory performance and continuing need for the position
