Overview

Consultant to develop a Trafficking in Persons (TiP) Awareness Raising Toolkit and a Modular Pre-Departure Orientation Curriculum for the Federated States of Micronesia.


Key Responsibilities
  • Develop a TiP Awareness Raising Toolkit including overview of TiP in FSM, prevention objectives, target audience segmentation, key prevention messages, dissemination channels, session outlines, facilitator guidance, monitoring tools, and ethical implementation guidance.
  • Develop a Modular Pre-Departure Orientation (PDO) Curriculum package including curriculum framework, core modules (migration pathways, rights and responsibilities, risks of trafficking, safe migration practices, support services), facilitator guide, participant materials, and monitoring tools.
  • Create visual communication materials for both components.
  • Submit an Inception Report detailing methodology, workplan, stakeholder consultation plan, proposed structure, visual communication strategy, and risk mitigation measures.
  • Support one validation workshop for both draft components and the visual communication package.
  • Provide PowerPoint presentations for capacity building sessions.
Required Experience
  • At least 7 years of professional experience in migration management, governance or policy development with a Bachelor’s degree.
  • OR at least 5 years of professional experience in migration governance, policy development, or related areas with an Advanced degree.
  • Prior involvement in migration or related research surveys.
  • Familiarity with counter-trafficking program delivery and pre-departure orientation.
  • Familiarity with Communication for Development frameworks.
  • Proven experience in drafting policy documents for governments or international organizations.
  • Strong understanding of international migration frameworks and regional migration contexts.
  • Excellent research and analytical skills.
  • Communication, workshop facilitation, and writing skills.
  • Demonstrated experience working with Pacific Island or Indigenous communities is an asset.
Qualifications
  • Bachelor’s degree in migration related studies, public policy, international relations or development, economics, data science/statistics or a related field.
  • OR Advanced degree in migration related studies, public policy, international relations or development, economics, data science/statistics or a related field.

Languages Required
• Fluency in English is required.
Languages Preferred
• Knowledge of any of local languages (Pohnpeian, Kosraean, Chuukese, and Yapese) is advantageous.
Contract Duration
Up to 11 months
Work Modality
Primarily on a remote basis with travel to the duty station
