Overview

Leads, supervises, and carries out the work programme of the Evaluation Office, ensuring high-quality standards for reports and providing programmatic/substantive expertise.


Key Responsibilities
  • Lead, supervise and carry out the work programme of the Evaluation Office; provides programmatic/substantive reviews of the drafts prepared by others.
  • Co-ordinate and oversee the preparation and implementation of the UNEP evaluation policy and strategy.
  • Report to intergovernmental bodies on programme/project performance or on programmatic/ substantive issues.
  • Ensure that the outputs produced by the Evaluation Office maintain high-quality standards.
  • Prepare the work programme of the Evaluation Office, determining priorities, and allocating resources.
  • Undertake or oversee programmatic/administrative tasks necessary for the functioning of the Evaluation Office.
  • Recruit staff, taking due account of geographical balance.
  • Manage, guide, develop and train staff under his/her supervision.
  • Foster teamwork and communication among staff.
  • Lead and supervise the organization of meetings and seminars on substantive issues.
  • Participate in international, regional or national meetings and provides programmatic/substantive evaluation expertise.
  • Represent UNEP at international, regional or national meetings.
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns.
  • Perform any other relevant duties assigned.
Required Experience

A minimum of fifteen (15) years of progressively responsible experience in evaluation and oversight management, law, finance or related field is required. Five (5) years of management experience, including experience leading diverse and multicultural teams is required. Experience in designing and implementing robust impact evaluations is desirable. Experience within an organisational evaluation function and evaluating environmental projects and programmes / work supported by environmental funds is desirable. Experience in data analytics or related area is desirable.

Qualifications

An advanced university degree (Master's degree or equivalent) in evaluation, business or public administration, finance, accounting, law, social sciences or related area is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
