Overview

The Specialist in Workers’ Activities is responsible for providing technical advisory services in the field of workers’ activities and assisting workers’ organizations in their efforts to provide new/improved services to their members.


Key Responsibilities
  • Provide technical advisory services in workers’ activities.
  • Assist workers’ organizations in providing new/improved services to members.
  • Keep the ILO informed of workers’ organizations’ concerns and interests.
  • Keep workers’ organizations informed of ILO work.
  • Promote workers’ organizations’ participation in tripartite and/or bipartite initiatives.
  • Encourage involvement and participation of workers and their organizations in ILO activities.
  • Ensure ILO projects and programmes address workers’ needs.
  • Advise and assist on technical questions concerning development cooperation projects.
  • Advise and assist trade unions in policy discussions with government and employers’ organizations.
  • Identify priorities for assisting workers’ organizations.
  • Develop strategies and deliver high-quality technical support.
  • Lead work streams/teams and manage staff and consultants.
  • Review and facilitate strengthening of institutional, legal, and policy frameworks.
  • Provide expert policy and technical advice to workers organizations.
  • Promote relevant international labour standards.
  • Support workers organizations in identifying needs and provide technical support.
  • Facilitate effective participation and advocacy of workers’ organizations.
  • Provide technical inputs to Decent Work Country Programmes (DWCPs) and UN development cooperation frameworks.
  • Initiate, design, conduct/commission and/or coordinate research and analysis.
  • Develop and lead/coordinate the development of policies, initiatives, strategies and knowledge products.
  • Provide technical inputs to, oversee the drafting of/draft, peer review and edit reports and publications.
  • Support strengthening of workers organizations' capacity to design and implement policies and measures.
  • Build capacities of unions in labour, social and economic issues.
  • Oversee the design of tools and learning materials, pilot new guidelines, lead and/or coordinate workshops and events.
  • Develop and run/implement capacity development programmes and knowledge sharing events.
  • Identify opportunities for technical and strategic partnerships.
  • Develop new or reinforce existing partnerships and collaborative relationships.
  • Organize, facilitate and make technical contributions at seminars, conferences and other events.
  • Represent and engage the ILO in meetings, conferences and forums.
  • Conceptualize, formulate, discuss and submit development cooperation project proposals.
  • Provide technical backstopping for development cooperation projects.
  • Play a key role in resource mobilization efforts.
  • Ensure effective coordination with concerned headquarters departments and field offices.
  • Perform other relevant duties as assigned.
Required Experience

• At least seven years of experience, including at the international level, in workers’ activities and in dealing with the issues pertaining to programmes of workers’ organizations and trade unions.

Qualifications
  • Advanced university degree (Master’s or equivalent) in economics, labour law, public administration, industrial relations, political science or other relevant field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
