Overview
Consultant to support for scoping study on CEFM in Lao PDR, focusing on analyzing community practices, social norms, gender dynamics, and behavioral factors contributing to child, early, and forced marriage (CEFM) and trafficking in persons (TIP).
Key Responsibilities
- Develop an inception report including research background, methodology, and work plan.
- Conduct desk review of relevant literature, policies, and data.
- Carry out primary data collection through field missions and stakeholder consultations.
- Analyze qualitative and quantitative data to identify drivers of CEFM and TIP risks.
- Prepare and present draft and final scoping study reports in English and Lao, including recommendations.
- Participate in coordination meetings and consultations.
Required Experience
- At least 8 or 10 years of relevant experience in research study, survey, assessment, and evaluation for government and non-government staff working with labor migration, vulnerabilities, prevention, protection, and assistance to child, early, and forced marriage, and human trafficking in person and migration workers.
- Demonstrated practical experience in the development of scoping studies, research studies, survey evaluations, and assessments for institutional capacity building.
- Demonstrated practical experience in training, preferably with an international or intergovernmental organization.
- Demonstrated experience and understanding of social norms, cultural beliefs, and community practices on CEFM and of the vulnerabilities experienced by migrant populations.
- Experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds.
Qualifications
• Master’s degree or equivalent in legal studies, applied human rights, humanitarian assistance, global trends in international migration, development studies, or a related field from an accredited academic institution or high school diploma.
