Overview
Responsible for the development, implementation and coordination of Immigration and Border Governance (IBG) projects and programmes. Will coordinate the programme with other Programme Managers and communicate with donor governments and other stakeholders.
Key Responsibilities
- Maintain liaison and conduct comprehensive consultations with governmental counterparts and stakeholders on border management needs.
- Support the implementation of national plans or strategies to enhance operational capacities of border and migration management entities.
- Oversee and coordinate capacity building and training activities on migration and border management.
- Develop national programmes and project proposals in enhanced Immigration and Border Governance and Humanitarian Border Management.
- Provide strategic advice, analysis and input on migration and border management issues.
- Manage all aspects of IBG projects in line with IOM and donor requirements.
- Oversee and coordinate the work of project staff, including consultants.
- Exercise quality control over procedures and documents.
- Oversee timely submission of project reporting.
- Oversee improvement interventions at Detention Centres and Disembarkation Points.
- Supervise the IBG/Search and Rescue team.
- Draft documents and brief senior management on migration and border management topics.
- Identify and promote strategic and technical partnerships.
- Represent IOM and participate in relevant conferences, workshops, trainings and seminars.
- Ensure timely recruitment of staff and monitor staff performance and project progress.
Required Experience
- Five years of relevant professional experience with a Master’s degree; or seven years of relevant professional experience with a University degree.
- Professional experience in the field of immigration and border governance, including in a strategic advisory role.
- Broad operational and supervising experience in a border management entity at the senior managerial level is an advantage.
- Experience in project/programme management with United Nations agencies or non-governmental organisations in migration management focusing on Immigration and Border Governance Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements.
- Work experience in a non-family duty station in conflict or post-conflict countries is desired.
- Experience in the Middle East and North Africa (MENA) region is an advantage.
- Demonstrated experience of finance, procurement, and human resource management in the context of a project or a programme is an advantage.
- Experience in providing support or delivering training/capacity building related to border security and/or management, security sector management for law enforcement entities is desired.
- Experiences in conducting monitoring and evaluation (M&E), with good understanding of M&E tools and approaches.
- Experience in writing training plans, statements of works, standard operating procedures, and detailed instructions.
- Familiarity with Border Management Information Systems (BMIS) is an advantage.
Qualifications
• Master’s degree in International Relations, International Law, Political or Social Sciences, Humanities, Military Science or a related field from an accredited academic institution; or University degree in the above fields.
