Overview
Provide specialized technical support to the OCR by delivering updated analytical evidence on the fiscal and budgetary situation of subnational governments in Bolivia. This aims to provide rigorous inputs for the Common Country Analysis and the formulation of the new Cooperation Framework 2028-2032, and to strengthen informed dialogue on fiscal decentralization and public resource distribution.
Key Responsibilities
- Develop a diagnosis of the temporal evolution of subnational fiscal variables.
- Analyze the sectoral allocation of the subnational budget.
- Produce a policy implications analysis document, with emphasis on the 50/50 distribution proposal.
- Compile, systematize, and analyze fiscal variables for 339 municipalities and 9 departmental governments (2010-2024).
- Analyze revenue sources, current and investment spending, fiscal results, debt levels, fiscal dependency, territorial disparities, and budget execution rates.
- Evaluate the sectoral composition of expenditure and investment, identifying policy priorities and financing gaps.
- Analyze comparative data between municipalities and departments, identify gaps between assigned competencies and resources, and evaluate subnational social investment.
- Assess the alignment of subnational spending with SDGs and Cooperation Framework priorities.
- Evaluate the implications of the government's proposal to distribute public resources equally between the central and subnational levels.
- Analyze the current distribution of public resources, simulate redistribution scenarios, and evaluate impacts on spending capacity and public service delivery.
- Assess implications for the fiscal sustainability of the central level.
- Analyze comparative experiences of countries with similar fiscal decentralization schemes.
- Identify risks and opportunities associated with a substantial increase in subnational resources.
- Provide policy recommendations for a reform of the intergovernmental transfer system.
Required Experience
- Minimum general experience of 8 years in economic, fiscal, or public policy analysis.
- Specific experience of at least 5 years in subnational public finance analysis, fiscal decentralization, and/or municipal and departmental budget management in Bolivia.
- Demonstrable experience in managing fiscal databases of the Bolivian public sector (SIGMA, SIGEP, municipal and departmental budget execution).
- Experience working in State institutions linked to fiscal analysis and/or decentralization (Ministry of Economy, Ministry of Planning, State Autonomies Service, FAM) and/or in international organizations, research centers, or academic institutions.
- At least two relevant consulting experiences on fiscal, budgetary, or decentralization analysis at the national or subnational level.
- At least two publications or working papers on public finance, fiscal decentralization, subnational economics, or related topics in Bolivia.
Qualifications
- Bachelor's degree in Economics, Public Finance, Public Administration, or related fields.
- Desirable Master's degree or specialization in fiscal decentralization, subnational finance, public policy, or related areas.
- Knowledge of the regulatory framework for autonomies and decentralization in Bolivia (Framework Law of Autonomies, Law of Classification and Definition of Taxes, General State Budget Law).
