Overview

The IT Analyst will operationalize the Information, Advisory and Referral Services (IARS) system by localizing, configuring, deploying, and administering the DREAM platform. This role supports the Project Manager and the Peace and Stabilization Programme Team in managing decommissioned combatants' data and services.


Key Responsibilities
  • Operationalize the IARS by localizing, configuring, deploying, and administering DREAM-MIS.
  • Ensure compliance with data privacy and safeguards and build counterpart capacities.
  • Ensure DREAM-MIS meets agreed case management workflows and referral pathways.
  • Support data migration protocols and ensure appropriate separation of sensitive data.
  • Maintain reporting dashboards aligned to the Project Results Framework and partner reporting requirements.
  • Provide technical assistance in usability testing and roll out phase of DREAM-MIS.
  • Ensure hardware and software platforms meet UNDP corporate standards.
  • Deliver technical advisory services on ICT asset lifecycle management.
  • Coordinate the implementation of corporate UNDP systems.
  • Contribute to user manuals and training materials for DREAM-MIS and conduct training.
  • Administer role-based access, manage user provisioning and deprovisioning, and maintain audit logs.
  • Oversee the service desk process and coordinate with the vendor or technical support team.
  • Maintain technical documentation.
  • Ensure interoperability with national systems.
  • Establish UNDP and counterpart’s data protection protocols, access controls, and system documentation.
  • Support the gradual transfer of ownership and technical capacity to relevant national agencies.
  • Conduct regular audits to identify areas for improvement.
  • Develop long-term sustainability and maintenance plans.
  • Monitor computing resources to provide a stable and responsive environment.
  • Operate network utility procedures defining network users and security attributes.
  • Monitor backup and restoration procedures.
  • Monitor network traffic, including LAN and internet connectivity.
  • Provide technical advice on network administration to other agencies as required.
  • Organize and facilitate trainings for programme and project personnel.
  • Synthesize Lessons Learnt and Best Practices.
  • Make sound contributions to knowledge networks and communities of practice.
Required Experience
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in IT management and web-based information management.
  • At least 2 years working experience, including development and implementation of ICT strategies, management of ICT services, hardware and software platforms, telecommunications facilities.
  • At least 2 years network and administration experience.
  • At least 2 years of relevant work experience in system administration, configuration, and user support for multi‑stakeholder platforms; familiarity with role‑based access and data privacy controls.
  • At least 2 years experience in web based management information system.
  • At least 3 years experience with Government or Social Sector MIS.
  • At least 3 years of experience in working with the joint peace mechanisms and other key stakeholders involved in the peace processes in the BARMM.
  • Previous experience in International Organizations, such as the UN.
  • At least 3 years of experience of working with national/local government agencies, development partners and civil society.
Qualifications
  • Advanced university degree (Master’s degree or equivalent) in Information Technology, Computer Science, Information Systems, Software Engineering, or other related field is required.
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two (2) years of qualifying experience will be given due consideration in lieu of advanced university degree.
