Overview

The Base Manager is responsible for all IRC teams in the covered area, coordinating operations and programs, and serving as the security focal point. The role ensures the quality execution of IRC activities within its areas of influence.


Key Responsibilities
  • Ensure representation of IRC with administrative, traditional authorities and other actors in the area.
  • Establish good relations with local authorities and leaders.
  • Implement/review and maintain security procedures and written protocols.
  • Be responsible for IRC security in the area and provide regular security updates.
  • Ensure visibility, sharing and learning of IRC interventions in the field.
  • Identify local partners in the area in collaboration with program teams.
  • Work closely with Support Departments (Operations and Finance) to ensure adequate support for the proper execution of activities.
  • Implement and document all IRC administrative, financial and logistical procedures and ensure their compliance.
  • Implement logistical systems and ensure their compliance with IRC and donor protocols.
  • Conduct regular checks and resolve issues related to procurement, inventory management, vehicles, supplier contracts and asset management.
  • Implement, review and maintain internal financial controls and a management system.
  • Ensure communication between project teams and the coordination team during strategic decision-making.
  • Respect IRC Way values and ensure adequate follow-up of our core values in all actions.
  • Participate in the strategic management of IRC in the areas of responsibility and influence.
  • Work closely with the Programs Department to ensure adequate support for quality project execution.
  • Collaborate with other partners for program development.
  • Participate in the monitoring and evaluation of field activities in relation to project indicators.
  • Supervise the finances of the area of responsibility and influence, as well as regular monitoring and reporting of budget consumption.
  • Supervise and ensure that project managers plan, monitor and report on budget consumption.
  • Directly supervise monthly financial projections (needs) of IRC, as well as operational and program expenses.
  • Implement and maintain verifiable internal financial controls.
  • Ensure the application of IRC Team Management Standards by managers in the intervention area.
  • Manage/Supervise field team leaders for Operations, Programs, administrative, logistical and financial support staff.
  • Guarantee the application of HR policy and procedures and promote IRC Way values.
  • Ensure the planning and performance management of staff in the area of responsibility and influence.
  • Ensure that the IRC code of conduct, IRC Way and internal regulations are fully understood and applied by all staff.
  • Support the recruitment of staff in the area of influence.
  • Ensure the orientation and motivation of teams based in the area and promote a professional and harmonious work environment.
Required Experience
  • Minimum 4 years of work experience with international humanitarian NGOs, including 02 years in a similar position in base management, project coordination, team management.
  • Proven experience in managing multisectoral operations and programs and managing diverse teams.
  • Proven experience in budget management.
  • Previous experience in managing projects funded by UNHCR, BPRM, UNICEF, ECHO, AFD, EU would be an asset.
  • Professional experience in security, logistics, finance and administration or HR management within an international NGO.
  • Experience in coordination with other actors, partners and local authorities in the intervention area.
Qualifications

• Licence and/or Master's degree in Project Management, Organization Management, Development Economics, Finance, Logistics, Human Resources Management or other related diplomas.
