Overview

Provide statistical, administrative, and analytical support to project administration and portfolio management, focusing on the transport sector.


Key Responsibilities
  • Contribute to the administration of assigned transport sector projects, including review of bid documents and evaluations, preparation of project performance reports, and drafting of correspondence.
  • Provide quality data entry, verification, retrieval and analysis for monitoring tools.
  • Update individual eOperation records for transport sector loans and technical assistance projects (TAs) and upload reports.
  • Maintain database for managing Bangladesh and transport sector portfolios and compile statistical data.
  • Collect data and monitor progress on contract awards and disbursements, reconciliation of project accounts, compliance of loan covenants, field reviews, compliance with ADB safeguards and gender policies.
  • Coordinate meetings on portfolio performance, including preparing reports and minutes.
  • Help plan the performance of transport sector projects, including consolidating projections.
  • Help prepare Tripartite Portfolio Review Meetings (TPRMs), Country Portfolio Review Missions (CPRMs), and other high-level meetings.
  • Conduct review of audited project financial statements and liaise with financial management specialist.
  • Liaise with and support BRM Staff, HQ Staff, and government and executing agencies to facilitate administration and monitoring of ADB-financed loan and technical assistance projects.
  • Help implement procurement plans, reviews procurement documents, and monitors project and loan/TA closing dates.
  • Help recruit staff consultants and administration of consultancy contracts.
  • Provide support in the preparation of Project Completion Reports and TA Completion Reports.
  • Help process disbursements for assigned projects.
  • Be the first line of information for BRM in handling requests for data and status reports on ADB assisted projects in the transport sector.
Required Experience
  • At least 5 years of relevant work experience across sectors preferably with transport sector; related experience in international agencies will be preferred.
  • Knowledge of contract administration practices, procurement rules and regulations and their applications in the country context.
  • Demonstrated knowledge of multilateral development institution's operational processes.
  • Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports across sectors including the transport sector.
  • Understanding on bill of quantifies (BOQ), technical design specifications, and bidding requirements such as employers' requirements will be an advantage.
  • Proficiency in using required information technologies.
  • Ability to liaise and work effectively with government officials within own work location and with colleagues throughout ADB.
  • Familiarity with local languages and institutions.
Qualifications

Bachelor's degree in engineering (preferably in civil engineering), economics, business administration or related area.
