Overview

Contribute to the preparation, processing, implementation, and policy strategies on water and urban sector, engage Subregional governments in policy dialogue, and conduct ADB's activities to support sector policies and reforms.


Key Responsibilities
  • Lead and contribute to the processing and administration of sub-regional specific loans, grants, and TAs on WUD.
  • Lead and support the development and design of new lending projects and programs in the sector.
  • Collaborate with other sector offices and departments in ADB.
  • Lead and support ADB funded project/ program/ grant/ TA implementation in the field in Pacific countries.
  • Support the assessment of WUD sector policies, strategies, and programs.
  • Identify the priority areas of WUD in the country or region.
  • Support coordination between HQ and Pacific Islands' RM/SPSO.
  • Oversee and contribute to quality and compliance of WUD sector lending and non-lending products and operations.
  • Oversee and facilitate effective liaison and coordination with development partners.
  • Contribute to the RDs and Solomon Islands RM on inquiries related to WUD.
  • Contribute to strategic partnerships with external partners.
  • Respond to external inquiries.
  • Contribute to the development and dissemination of knowledge products.
  • Performs other duties as assigned.
Required Experience
  • At least 10 years of relevant professional experience in the water and urban development sector and/or water utilities, or municipal service improvement.
  • Experience in project preparation and administration of projects.
  • Practical knowledge and experience in integration of financial, economic, social, institutional, and safeguard requirements and issues in project design and execution.
  • International experience working in several countries.
  • Experience in the preparation of investment projects and analysis of relevant development policies.
  • Experience in urban development and/or water sector project implementation.
  • Field-based experience is desirable.
  • Demonstrated team leadership or managerial skills and experience leading professionals, teams, and missions for technical matters and projects processing/implementation.
  • Significant expertise within a specific area of ADB or another bilateral development partners' operations, or breadth across multiple areas with in-depth knowledge within one area.
Qualifications

• Master's Degree, or equivalent, in civil engineering, environmental engineering, urban and regional planning, urban and environmental management, or economics; or University degree and at least 5 years specialized experience relevant to the position.

Contract Duration
• An initial fixed period of 3 years. At the end of the initial period, this appointment may be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date.
