Overview
Represents and advocates for ACT’s position on military budget and workforce issues within NATO committees and events. Advises leadership on prevailing circumstances and opportunities related to these areas.
Key Responsibilities
- Represents and advocates for ACT’s position on military budget issues and workforce actively into the NATO Budget Committee (BC), the NATO Defence Workforce Committee (NDWC) and other meetings/events in Headquarters NATO while acting as DCOS RM’s proxy at those events.
- Advocates for ACT in formal and informal gatherings by providing the command’s perspective on military budget issues and workforce, illustrating ACT’s work on military budget issues and workforce and finalizing appropriate solutions that encompass the needs of the Command and Alliance.
- Actively engage HQ NATO International Staff and International Military Staff making ACT’s case cogently, coherently, and convincingly.
- Provide formal and informal reports to DCOS RM and ACT FC staff on meetings/events attended on their behalf and on informal contacts and dialogue.
- Advise DCOS RM and FC about the prevailing circumstances in Headquarters NATO as they pertain to military budget issues and workforce.
- Offer advice to DCOS RM and FC staff lines to take; spotting implication and opportunities for ACT to further the command’s work for the benefit of the Alliance indicating any areas of potential incoherence in military budget and workforce staffing and providing best practice observations.
- Within STRE – responsible for keeping SACTREPEUR/DSACTREPEUR and Branch Head Capabilities and Resources informed on all matters dealing with military budget issues and workforce.
- Support Branch Head Capabilities and Resources and Staff Officer Resources Budget & Workforce in accomplishing respective activities and act as alternate representative, when required.
Required Experience
- 6 years post related experience with University Degree in finance, accounting, business administration, economics, public administration or related discipline.
- 6 years post related and 2 years function related experience with Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation.
- 5 years experience with Financial management, Contracting or Budgeting issues.
- Three years of experience in human resource management or workforce in military or NATO context.
- Experience with staff/managerial competence in dealing with written staffing of complex issues.
- A broad knowledge of NATO processes.
