Overview
This opportunity is for experts interested in consultancy contracts for technical assistance and technical cooperation projects related to Communications and Navigation Systems in Civil Aviation.
Key Responsibilities
- Formulate national objectives, plans, policies, programmes and procedures concerning installation, construction and maintenance of CNS equipment and facilities.
- Develop total installation work programme to meet country's requirements and assignments of approved programme for accomplishments.
- Monitor and control scheduling of requirements for acquisition, construction, and dismantling or relocation of equipment and related structure.
- Analyse financial and physical progress against established goals and provide reports.
- Prepare procurement specifications for production and procurement of equipment for the country's airspace system.
- Prepare detailed engineering specifications for the production and procurement of equipment approved for inclusion in the airspace system.
- Develop and recommend the total installation work programme to meet the requirements and assigns approved programmes for accomplishment.
- Maintain capability to estimate life cycle costs; predict, review, assess, and monitor systems development, engineering, design, demonstration, test, production, operation, and support.
- Review system plans in such programmes from a technical and planning viewpoint to help resolve problems arising from conditions peculiar to the country or locality involved.
- Conduct engineering analysis of commissioned field air navigation system/facility operations to identify significant problems or trends.
- Provide technical maintenance instructions and standards for the airway facilities by equipment and system type.
- Provide the engineering effort for, and authorize the modification of subsystems and component equipment.
- Develop maintenance standards and validate maintenance requirements for field maintenance programme.
- Review and validate maintenance technical requirements for airways facilities field programme.
- Develop technical standards for maintenance and certification of airways facilities, systems and equipment.
- Perform other related duties, as assigned.
Required Experience
- A minimum of ten years professional experience in the planning, design, installation and evaluation of aeronautical telecommunications (Aerocom) systems and navigational aids for aerodromes (HF, VHF/UHF, NDB, VOR, DVOR, DME, ILS).
- Including three years practical experience as a supervisor of technical personnel on field work.
- Experience in site planning and configuration of COM/NAVAIDS facilities and equipment.
- Knowledge of aircraft operational characteristics, ATC and related airport operations.
- Experience with quality control/compliance reviews of COM/NAVAIDS installation and with equipment/facilities commissioning.
- In-depth knowledge of related ICAO Standards and Recommended Practices (SARPs) and other guidance material.
- In-depth experience with review of COM/NAVAIDS tender documentation and recommendation for selection of suppliers and equipment.
- Experience in the development/evaluation of airport master plans desirable.
- Experience with ICAO technical co-operation in developing countries desirable.
Qualifications
University degree in electronics engineering or equivalent academic and technical qualifications.
