Overview
The Programme Policy Officer will support the Miragoane Field Office in implementing WFP's Country Strategic Plan, focusing on emergency food assistance, social protection, and capacity building for smallholder producers.
Key Responsibilities
- Plan and schedule activities, expected results, and deadlines for the implementation of the Cash-Based Transfer (CBT) modality.
- Supervise the compilation, cleaning, and analysis of CBT and transaction data to generate analytical reports and visualizations.
- Act as support to the SCOPE focal point, supervising beneficiary registration and identity management solutions.
- Support gender and protection analyses to ensure inclusive and vulnerability-based food assistance.
- Collaborate with logistics and security units to advise on safe delivery of food or cash.
- Support the capacity building of field staff, partners, and local authorities on SCOPE tools, IDM solutions, and project management.
- Liaise with development partners to harmonize WFP interventions with national systems.
- Contribute to the update of M&E tools to integrate protection and gender indicators.
- Contribute to the development and update of SOPs and technical guidelines related to monetary interventions and beneficiary data management.
- Represent WFP in local technical meetings.
- Supervise staff responsible for beneficiary data management and SCOPE interventions.
- Lead teams in implementing integrated data management solutions.
- Collaborate with IT, Programme, and RAM units to identify and deploy IDM and SCOPE solutions.
- Work with VAM and M&E units to integrate protection and gender concerns into assessment tools.
- Support the overall coordination of the CBT unit by contributing to budgets, mission plans, and procurement plans.
- Provide analytical reports and operational improvement proposals to the country office.
- Coordinate with central office protection focal points to strengthen SOPs for case management.
Required Experience
- Minimum 3 years of professional experience in project and/or programme management.
- Experience in emergency food assistance and/or resilience and/or sustainable development, and/or agriculture/environment.
- Acquired experience in the implementation of technical programmes.
- Implemented programmes and contributed to the design of operations.
- Prior experience and skills in gender equality and protection.
- Significant field experience in the implementation and/or monitoring of cash transfer programmes.
- Minimum 2 years of experience in national or international NGOs.
- Prior experience in United Nations agencies is an asset.
Qualifications
• Higher university degree (Master or equivalent) in economics, statistics, computer science, social sciences, or another related field linked to the requirements of the position with a first university degree and additional years of professional experience or training/courses in relevant fields.
