Overview
Consultant to conduct a desk study for the evaluation of recovery, recycling, and reclamation (RRR) projects funded by the Multilateral Fund under the HPMPs. The study will assess the use of established infrastructure in Article 5 countries and its contribution to reducing controlled substances consumption.
Key Responsibilities
- Collect, review, and analyze relevant project and policy documentation.
- Prepare an inception paper including methodological design.
- Synthesize and assess data to develop a draft desk study.
- Consolidate supportive data, figures, tables, infographics, questionnaires, and data collection tools.
- Present findings and discuss the draft with the Senior Evaluation Officer and relevant staff.
- Prepare the final draft of the desk study, integrating comments.
- Address evaluation questions included in Annex II.
Required Experience
- A minimum of ten (10) years' experience in evaluation and/or implementation of Montreal Protocol and its Multilateral Fund-related projects and programmes is required.
- Experience in the design, implementation and/or evaluation of projects with low-GWP alternative technologies to HCFCs is desirable.
- Knowledge of the implementing agencies technical assistance modalities and of the functioning of the national ozone units is desirable.
- Knowledge of evaluation methods as well as excellent analytical and drafting skills are desirable.
- Familiarity with gender-sensitive evaluation is desirable.
Qualifications
- Advanced university degree (master’s or equivalent) in economics, environmental and social sciences, environmental engineering, sustainable development, evaluation and/or related fields are required.
- A first-level university degree (bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
