Overview

The Head of Resources Management is responsible for managing, monitoring, and administering financial, budgetary, treasury, human resources, supply chain, and ICT activities for the Country Office and its Sub-Offices.


Key Responsibilities
  • Supervise and lead the management of the treasury by forecasting cash flows.
  • Monitor and control funds disbursed and validate funding.
  • Analyze financial projects and oversee budget control.
  • Prepare the annual budget for the Country Office.
  • Manage and strengthen internal controls.
  • Examine and review payroll versus budgets.
  • Review and finalize project and donor financial reports.
  • Monitor and manage financial management for all activities.
  • Review existing systems and procedures for improvements.
  • Supervise and manage the Human Resources function.
  • Supervise and manage Supply Chain services.
  • Represent the Organization at UN meetings.
  • Serve as Officer-in-Charge (OiC) of the Country Office in the absence of the CoM.
Required Experience
  • Seven years of relevant professional experience with a Master’s degree; or nine years of relevant professional experience with a University degree.
  • Experience in all areas of financial administration including financial management, accounting and budgeting.
  • Experience in human resources and Supply Chain.
  • Experience using an Enterprise Resource Planning system.
  • Experience in emergency operations an advantage.
  • Experience in monitoring and evaluation and / or audit an advantage.
Qualifications
  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution; or University degree in the above fields.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Languages Required
Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of Arabic and French is highly desirable and working knowledge of another official UN language (Chinese, Russian, and Spanish) is an advantage.
Contract Duration
One Year with Possibility of Extension
