Overview

The Senior HR Officer will coordinate all HR activities in the region, providing advice and support on HR matters to Area and field offices. This includes recruitment, induction, performance management, payroll, policy compliance, and reporting.


Key Responsibilities
  • Coordinate and advise Sub-office or Field Offices within the Area on policy compliance and HR practices.
  • Support and coordinate all recruitment for field offices, participating in interviews for roles up to Coordinator level.
  • Ensure accountability for compensation and benefit functions such as leave, medical, and conflict benefits for the area.
  • Check compensation and benefit matters and provide feedback to Yangon HR Coordination team.
  • Ensure all staff receive a thorough induction on their role and SCI practices and procedures.
  • Ensure systematic and confidential filing of national field staff personal files.
  • Provide technical supervision and advice to HR staff or focal points in field offices, building their capacities.
  • Ensure HR staff or focal points have clear work plans and objectives, and possess the necessary technical knowledge and skills.
  • Carry out training within the region and coordinate the design and implementation of a Regional Learning Plan.
  • Ensure high-quality performance reviews are carried out for all staff in the area.
  • Ensure accurate and timely HR reporting for each field office and timely salary payments.
  • Carry out regular monitoring and field support visits to project offices.
  • Assist in the dissemination of SCI policies and procedures.
  • Provide quality HR support to the Area Office.
  • Coordinate the gathering, analysis, and writing up of key metrics and KPIs for the area.
  • Build the capacities of non-financial support staff through on-the-job coaching.
  • Coordinate regional and national HR initiatives.
  • Participate, coordinate, and lead on discipline/fraud and child safeguarding issues and investigations.
  • Maintain constant direct communications with the HR and Compliance team at Yangon HO.
  • Coordinate the implementation of national initiatives within the area.
  • Support field teams in assessing and supporting civil society partners.
  • Provide programme support to staff developing and implementing emergency response programmes.
  • Perform any other relevant duties assigned by Line manager, HR Manager or HR Director.
Required Experience
  • At least 4 years’ experience, ideally in an international organisation.
  • Significant experience in HR and controls with strong analytical skills.
  • Experience of facilitating training.
  • Experience of ensuring policy compliance and advising on HR matters.
  • Strong project management ability.
  • At least 2-year experience of people management and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
  • Experience working with community groups in humanitarian, post-conflict and recovery development context of Rakhine (Desirable).
  • Prior experience with Save The Children (Desirable).
  • Experience working with children and on children’s issues (Desirable).
Qualifications

• Bachelor’s degree
