Overview

The CVA/FSL Technical Advisor provides strategic and technical leadership for Cash and Voucher Assistance (CVA) and Food Security and Livelihoods (FSL) interventions in Ukraine, ensuring high technical quality and alignment with national and international standards.


Key Responsibilities
  • Contribute to technical development of concept notes and proposals, ensuring evidence-based and participatory approaches.
  • Ensure timely implementation of program activities, on budget and in compliance with donor regulations.
  • Monitor, guide, and supervise field teams and partners in project implementation.
  • Explore innovative solutions for integrated programs.
  • Provide overall leadership, strategic direction, and management oversight for CVA&FSL programs.
  • Work with Awards & Partnership team to identify appropriate partners and conduct capacity assessments.
  • Support program design for Humanitarian and Recovery projects.
  • Lead the contextualization of CVA/FSL tools and guidance, and coordinate training and mentoring.
  • Monitor the quality and consistency of CVA/FSL implementation.
  • Support the integration with other sectors and stakeholders.
  • Provide regular technical supervision, coaching, and mentoring to staff and partners.
  • Support MEAL department to develop M&E and indicator tracking plans.
  • Provide technical input into donor reports and learning products.
  • Support accountability mechanisms, ensuring feedback from communities is considered.
  • Lead at area level the coordination of SC’s (CVA/FSL) activities with other humanitarian actors and authorities.
  • Ensure external representation and coordination with relevant forums and local authorities.
Required Experience
  • Minimum of five years’ relevant work experience in CVA/FSL or related field.
  • Strong technical understanding and experience of the sector, including Recovery and/or Development projects.
  • Experience working for an NGO or other humanitarian or development organisations in Ukraine.
  • Experience coordinating with local or national authorities, INGOs, and NGOs.
  • Excellent project management skills including planning, budgeting, coordination, evaluation and reporting.
  • Experience developing project proposals and familiarity with key project design tools.
  • Ability to identify CVA/FSL-related needs and gaps in each context.
  • Experience in building relationships, fostering interagency coordination and representing an organization to external stakeholders.
  • Experience in designing and facilitating trainings and capacity building.
  • Excellent interpersonal and communication skills.
Qualifications
  • Bachelor’s degree in social science, engineering, business administration, economy, social work or related disciplines.
  • Master’s degree in social science, social work or related discipline (Desirable).
