Overview
This role aims to strengthen the Protection Cluster referral mechanism in Ukraine by improving the Service Advisor tool, enhancing service mapping, and supporting partners in delivering safe and timely referrals. The goal is to improve access to services for crisis-affected individuals, enhance data utilization, and foster stronger partner coordination.
Key Responsibilities
- Strengthen and standardise the Protection Cluster referral mechanism, ensuring safe and principled referral pathways
- Improve the Service Advisor tool in collaboration with developers and partners to reflect operational needs
- Support service mapping and coordination to ensure consistent and accurate information across regions
- Conduct field missions to support partners, identify challenges, and improve referral practices
- Develop guidance materials and standard operating procedures for referral systems
- Deliver training and capacity-building to partners on referral tools and service mapping
- Support analysis, dashboards, and reporting to improve use of referral and service access data
- Contribute to humanitarian planning processes with information management inputs on service access and coverage
Required Experience
- Minimum 3 years of experience in information management, protection coordination, or humanitarian operations
- Strong experience with data analysis, information management tools, and data visualisation
- Experience working with humanitarian partners, including local organisations and civil society
- Proven ability to deliver training and support capacity building
- Experience with tools such as Power BI and ArcGIS is an advantage.

A university degree in information management, data management, humanitarian affairs, or a related field
