Overview
The Liaison Officer Yemen is responsible for facilitating and maintaining effective coordination and communication between NRC and relevant authorities and stakeholders, managing sub-agreements and MoUs, and ensuring timely submission of reports.
Key Responsibilities
- Coordinate sub-agreements and MoUs with authorities.
- Manage mandatory and ad hoc reporting to authorities.
- Address issues related to agreements and reporting requirements.
- Develop and maintain constructive and professional relationships with government entities.
- Represent NRC in coordination meetings and engagements with key stakeholders.
- Assist in the development and implementation of NRC stakeholders’ engagement plan.
- Contribute to the development and implementation of NRC access and negotiation strategies.
- Lead in the preparation, submission, and signing of NRC agreements with authorities.
- Lead in preparation, submission, and approving of Project/activities modification, top ups and Separate activities permits.
- Compile and submit required monthly/quarterly/biannual and annual reports to relevant government authorities.
- Identify key contacts in relevant government ministries and develop and maintain good working relationships.
- Lead in preparation, submission, and signing of NRC Data Collection tools and approvals.
- Obtain legal, fiscal, and administrative information from local authorities.
- Translate documents from English to Arabic and/or from Arabic to English.
- Ensure the sub-agreement tracker and assessment tools tracker are updated and shared.
- Lead and accompany senior NRC staff to meetings with government entities.
- Support HR/Admin on submission of and follow up on VISA applications, exit/entry visas, residence permits, and work permits for international staff.
- Coordinate timely and accurate response to government orders, information, documents, and letters.
- Maintain an archive for all sub-agreement, reports and official communication with authorities.
- Conduct supportive field visits to Area and field offices.
- Assist in maintaining awareness of relevant governmental laws, policies and procedures.
- Support the line manager in engaging with relevant authorities.
- Document, archive, and disseminate lessons learned and best practices related to liaison, coordination, reporting, and engagement with authorities.
Required Experience
- 2-3 years’ experience from working in government relations for a humanitarian organization
- Experience of liaison and representation with senior level authorities
Qualifications
• University degree in public or business administration or other relevant social sciences.
