Overview

The Principal Security Adviser (PSA) is responsible for the planning and management of the UN Security Management System (UNSMS) in Somalia, advising on the safety and security of personnel, premises, assets, and operations.


Key Responsibilities
  • Leads the application of UNSMS approach to risk management, including Security Risk Management (SRM) process and Residential Security Measures.
  • Manages all security personnel under supervision and ensures implementation of gender, diversity, and inclusion approaches.
  • Establishes and leads the Security Cell, coordinates safety and security arrangements with UNSMS organizations, OCHA, and humanitarian agencies.
  • Develops and maintains contacts with host country authorities on safety and security issues.
  • Ensures timely development and review of Security Plans, including contingency and crisis response plans.
  • Oversees adherence of UNSMS personnel and organizations to security policies and procedures.
  • Ensures timely security updates, alerts, and warnings are provided to UNSMS personnel.
  • Directs in-country security training programmes.
  • Manages human and financial resources for security.
Required Experience
  • A minimum of fifteen (15) years progressively responsible experience in security, international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, risk or disaster or emergency management and preparedness, in public or private sector areas responsible for responding to emergency situations that directly impact security is required.
  • Of the most recent ten (10) years, at least five (5) years of demonstrated leadership and management experience in field security risk management programmes and risk assessments, within the UN Common System or comparable international organization or nongovernmental organization at the international level is required.
  • At least three (3) years of demonstrated international experience in managing security support for a complex humanitarian response, contingency planning and crisis/emergency management, in a conflict or post-conflict field setting is required.
  • Experience in effective and inclusive management in a multi-cultural setting and of cross-functional teams is required.
  • Three (3) years of experience with the Africa region with the United Nations or comparable international organization or nongovernmental organization is desirable.
  • Experience in leading organizational change management processes at HQ or field level is desirable.
Qualifications

Advanced University degree (Master’s degree or equivalent degree) in risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related area. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.
