Overview
Develop a comprehensive situational assessment on the housing sector in Palestine, analyzing recent developments and integrating priorities into the National Urban Policy.
Key Responsibilities
- Conduct a comprehensive literature review of existing studies, policies, strategies, and assessments related to the housing sector in Palestine.
- Analyze the implications of recent developments, including the situation in Gaza and escalations in the West Bank, on the housing sector.
- Identify key gaps, structural challenges, and emerging trends in the housing sector, including gender and social inclusion trends.
- Analyze environmental and climate dimensions of the housing sector, including housing exposure to risks and opportunities for green approaches.
- Develop a housing sector situational report covering supply and demand, affordability, land availability, institutional frameworks, and sector roles.
- Review the existing National Urban Policy (NUP) in light of the updated housing sector analysis.
- Conduct stakeholder consultations with relevant institutions and development organizations.
- Update relevant sections of the NUP, including context analysis and policy priorities related to housing and urban development.
- Propose adjustments to relevant policy pillars and cross-cutting considerations.
- Deliver an Inception Report, Stakeholder Consultation Summary Report, Housing Sector Situational Assessment Report, and Updated NUP Document.
Required Experience
- Minimum 10 years of professional experience in urban policy, national development planning, or post-conflict recovery frameworks.
- Demonstrated experience in housing sector analysis and policy development.
- Strong knowledge of the Palestinian governance and planning framework is highly desirable.
Qualifications
• Advanced university degree in urban planning, public policy, housing, urban development, economics, architecture, or related field.
