Overview

The Director of Human Resources will lead and coordinate the Country Office's HR services in both humanitarian and development contexts, ensuring compliance with global standards and national laws to support strategic plan implementation.


Key Responsibilities
  • Contribute to the leadership of the Country Office.
  • Design and implement a coherent organizational structure.
  • Support rightsizing exercises and workforce planning.
  • Establish and maintain relationships with government authorities and external parties.
  • Ensure Country Office compliance with management operating standards.
  • Provide HR support during humanitarian responses.
  • Lead on staff wellbeing initiatives.
  • Oversee and review HR policies and procedures.
  • Provide advice to managers and staff on HR matters.
  • Ensure HR systems support rapid scale-up during humanitarian responses.
  • Monitor and advise on disciplinary matters.
  • Manage conflict, grievance, disciplinary, PSEA, and harassment cases.
  • Ensure staff awareness of SC policies through induction and refresher processes.
  • Lead HR oversight and compliance related to safeguarding, PSEA, code of conduct, and safe recruitment.
  • Embed safeguarding considerations across the employee lifecycle.
  • Ensure appropriate recruitment, retention, and succession of staff.
  • Design and implement compensation and performance management systems.
  • Provide strategic HR support on people-related matters.
  • Ensure employment terms, conditions, and practices are fair, consistent, compliant, and appropriate.
  • Maintain updated information on staff salaries, allowances, and income tax calculations.
  • Support localization and nationalization strategies.
  • Develop a culture of performance management.
  • Lead implementation and maintenance of a performance management system.
  • Provide training and advice to managers on performance management.
  • Analyze organizational staffing profiles and advise on job holder competencies.
  • Provide guidance on staff capacity building and formulate the annual L&D plan.
  • Manage the talent management strategy and establish succession planning.
  • Ensure proper induction plans for new comers.
  • Lead the analysis and reporting of HR metrics and workforce trends.
  • Lead, manage, and motivate HR staff.
  • Ensure appropriate staffing within Human Resources.
  • Oversee complex employee relations and investigation processes.
Required Experience
  • At least 12 years of experience, with the last five years in a leadership position.
  • Experience of reviewing and drafting HR policies, procedures and guidelines.
  • Experience of developing and implementing HR systems (including IT systems).
  • Experience of managing HR projects.
  • Awareness of good HR practice in relation to child safeguarding.
  • INGO/UN experience is a must.
Qualifications
  • Master’s degree in Human Resources, Organizational Development, Business Administration, Psychology, Social Sciences, or related field preferred.
  • Recommended post graduate degree in an area of social development.
