Overview
The Deputy Director Finance provides financial leadership and management for the country program, ensuring appropriate financial infrastructure and systems are in place to support the organization's strategic vision and mission. This role contributes to strategic and operational plans and is accountable for monitoring delivery against financial plans.
Key Responsibilities
- Provides financial information to support business decisions.
- Provides strategic analysis on the overall financial health of the country program.
- Contributes to the development of Country Programs Strategic Annual Plan.
- Ensures in-country practices comply with IRC and donor policies.
- Establishes in-country finance procedures.
- Monitors financial activities and advises on financial performance.
- Ensures monthly balance sheet reconciliations are completed.
- Manages finance department activities to meet reporting requirements.
- Identifies requirements for and develops reporting formats.
- Directs the preparation and approves donor financial reports.
- Ensures in-country internal control reviews are undertaken.
- Facilitates external, internal, donor or government audits.
- Oversees the protection of the country’s assets.
- Maintains current knowledge of local government finance requirements.
- Acts as the principal liaison with IRC HQ on finance matters.
- Establishes finance department roles and responsibilities.
- Ensures comprehensive performance reviews and career development plans for finance staff.
- Develops and implements a training program for finance staff.
- Oversees finance training for non-finance staff.
- Supervises country program bank relations and activities.
- Oversees the review and approval of bank account and cash reconciliations.
- Maintains accurate forecasts of cash requirements.
- Ensures appropriate balances are maintained for grant implementation.
- Ensures the development and implementation of a plan to minimize foreign exchange exposure.
- Supervises the collection of contractual and other receivables.
- Oversees the preparation and revision of grant proposal budgets.
- Prepares and maintains the country’s annual operating budget.
- Presents and facilitates the review of actual to budget expenditures.
Required Experience
- Extensive, senior-level experience.
- Minimum five years of managerial experience in Finance is essential.
- Senior level experience working within the Financial sector is an advantage.
- Prior experience leading large, complex multi-donor funded programs and grants.
- Experience with USG, European, DFID and UN funding streams.
- Experience with foreign currency and exchange management.
- Experience with budget development and oversight.
- Extensive experience in working with computerized accounting systems, standard spreadsheet, and database programs (Dynamics 365, Vision, Integra, etc).
- Demonstrated skills in building strong finance teams and establishing new finance operations.
- Ability to communicate and work effectively with senior management, operating and program staff and functions.
- Ability to act as a proactive member of the Senior Management Team.
- Proven track-record of proactively identifying and communicating potential problems and proposing solutions.
- Capacity to function effectively in a complex, changing work environment, setting appropriate priorities and manage competing priorities and pressure.
- Ability to carry out responsibilities independently with minimal technical support.
Qualifications
- Bachelor’s degree in Accounting, Business Administration, Commerce or Finance required.
- Recognized professional certificate in accounting such as CPA, or a Master’s degree in Accounting is preferred.
