Overview
The IP Senior Administrative and Financial Associate will provide administrative and financial support to programmes through implementing partners in Pakistan and its sub-offices.
Key Responsibilities
- Support systems and processes review for implementing partners (IP), budget review, financial review, risk mitigation procedures and other IP procedures.
- Evaluate IP Standard Operating Procedures (SOPs), IP Capacity Assessment and IP Performance Scorecard and other tools, and propose measures to enhance tools and procedures, and streamline processes.
- Support the development of benchmark costs for IP staff and office costs.
- Support initiatives and recommendations to strengthen the IP unit and to build staff capacity, including providing training and guidance to other staff members.
- Suggest and recommend tools, generate data analytics, and propose service standard level of IP sub-unit, and collaborate to enhance IOM Pakistan Portal modules relevant to IP engagements.
- Provide support in mentoring IPs with respect to systems and processes in order to strengthen accountability and transparency.
- Support in conducting IP Capacity Assessment (CA) and prepare report stating the IP risk level and identify areas for improvement.
- Review IP budget proposals, ensuring reasonableness of budget line items and unit costs, reflecting prevailing market rates and determining justifiable level of effort to the projects.
- Support in preparing Work Program for IP financial review and determining the extent of substantive testing procedures based on results of IP CA.
- Ensure that IPs conduct all procurement transactions in accordance with IOM procurement rules and regulations as well as with the mission's procurement permanent instructions.
- Mentor and monitor the procurement process of IPs on given threshold by observing IP tender procedures, verification of suppliers and conducting the required spot check.
- Conduct quality control check of all IP-related files and Request for Payments.
- Conduct assurance procedures for transactions that have a material impact on the financial reports.
- Attend housekeeping matters in terms of open engagements and provide periodic updates on open items in the IOM accounting system.
- Maintain a sound filing system of all IP-related files from beginning to closure of engagement.
- Provide ad hoc translation of documents from Urdu to English.
- Perform such other duties as may be assigned.
Required Experience
University degree in Accounting, Business Administration or a related field from an accredited academic institution, with four years of relevant professional experience; or Completed High school degree from an accredited academic institution, with six years of relevant professional experience. Experience in finance and accounting; and, Experience in project finance reporting and knowledge in conducting audit or IP review.
Qualifications
University degree in Accounting, Business Administration or a related field from an accredited academic institution; or Completed High school degree from an accredited academic institution. Professional certification as Chartered Accountant or certified public accountant is an advantage.
