Overview

Consultant to conduct a market analysis and propose entry points for private sector, IFI, and philanthropic financing for UNFPA's mandate in Viet Nam.


Key Responsibilities
  • Conduct internal scoping and desk review of UNFPA Viet Nam's strategic documents.
  • Map viable private sector partners, IFIs, philanthropic organisations, and trade associations.
  • Analyse companies and assess their potential to support UNFPA's mandate and convert opportunities to financing.
  • Categorise mapped companies based on partnership type (financial, brain power, advocacy, reach, in-kind).
  • Analyse key opportunities and risks of interacting with businesses in Viet Nam, including reputational, ethical, legal, and regulatory considerations.
  • Refine the initial mapping based on opportunities and risks.
  • Identify high-level mitigation principles for refined companies.
  • Articulate UNFPA's value proposition for private sector partnerships.
  • Identify existing coordination platforms for engagement.
  • Provide recommendations on how UNFPA can engage or broker new relations with key private sector companies.
  • Develop a Private Sector Engagement strategy including market mapping, risk assessment, and strategic recommendations.
Required Experience
  • Minimum 10 years of experience in conducting market analysis, private sector engagement, corporate social responsibility (CSR) mapping, or resource mobilization.
  • Experience in blended finance or impact investing models is an advantage.
  • Experience in drafting high-level strategic documents (in english), engagement recommendations, and policy documents for international organisations or development agencies is a strong advantage.
  • Detailed knowledge of the Vietnamese corporate context with a strong understanding of its business ecosystem, including large national and multinational companies, International Financial Institutions (IFIs), philanthropic organisations, and trade associations (e.g., VCCI, EuroCham).
  • Proven expertise in conducting risk assessments, specifically identifying reputational, ethical, legal, and regulatory sensitivities related to private sector and Official Development Assistance (ODA) partnerships.
  • Specific experience or strong familiarity with UNFPA's mandate and mission, including sexual and reproductive health and rights (SRHR), maternal health, gender-based violence (GBV), population data, youth, and ageing is an advantage.
Qualifications

Advanced university degree (Master's or PhD) in Business Administration, Finance, Economics, Public Policy, Social Sciences, or a related field relevant to financing and private sector engagement.

Work Modality
The consultant will conduct most of their work remotely with requirements to connect for meetings with the UNFPA Country Office in Hanoi and/or relevant stakeholders as required to fulfill the assignment (either in person at UNFPA offices or virtually).
Remuneration
This position offers an attractive consultant fees, payment made against deliverables-based. First installment: equivalent to 15 working days, upon completion of Deliverable 1. Second installment: equivalent to 10 working days, upon completion of Deliverable 2. Final installment: equivalent to 15 days, upon completion of Deliverables 3 and 4.
