Overview

Responsible for providing vision, leadership, and direction to the Consortium and its activities, supervising project implementation to ensure stated goals are met, and leading coordination and advocacy among donors, stakeholders, and partners.


Key Responsibilities
  • Ensure high-quality technical program monitoring and overall program and budget monitoring.
  • Directly supervise CMU project staff.
  • Chair the project steering committee and document/disseminate decisions.
  • Monitor work plans and hold partners accountable.
  • Manage a Finance and Admin Coordinator for program support aspects.
  • Provide oversight to consortium partners on contract activities.
  • Verify financial reports and expenditure, lead auditing processes.
  • Oversee financial management, project accounting, and sub-grant management.
  • Maintain country-specific and project-wide risk register.
  • Develop the consortium intervention strategy.
  • Facilitate governance structures.
  • Oversee planning, program design, and delivery of consortium objectives and budgets.
  • Ensure timely delivery of agreed outputs and quality program implementation.
  • Ensure the set-up of a harmonized Vulnerability Assessment Framework, community engagement, and an information management system.
  • Organize the Consortium Advocacy Working Group.
  • Serve as primary project representative to donors and stakeholders.
  • Develop and maintain positive relations with government counterparts, donors, and partners.
  • Engage in and represent the consortium at country-level coordination architecture.
  • Provide strategic leadership on external communications.
  • Monitor program implementation and ensure regular reporting by partners.
  • Ensure timely submission of financial and narrative reports.
  • Review and approve final donor reports.
  • Review financial performance against budget and explain variances.
  • Ensure the DRC online project management database is regularly updated.
  • Provide support to project communication strategies.
  • Identify, research, and develop new funding opportunities.
  • Lead and coordinate the development of full proposals.
Required Experience
  • Minimum 7 years of professional work experience in humanitarian work, some specifically in displacement settings.
  • Proven success and experience in managing consortia, with a strong preference for ECHO-funded programs.
  • Demonstrated expertise in representation, networking, and engaging with multiple stakeholders.
