Overview

The Programme Officer (Education) will design, plan, coordinate, implement, and monitor education programmes in line with specific objectives, activities, and expected outputs. The role involves ensuring quality achievement of programme outputs, managing procurement, and building synergies with other programmes.


Key Responsibilities
  • Support the implementation of programmes, ensuring quality achievement of outputs and regular monitoring of work plans.
  • Plan and organize procurement of goods and services, and monitor their implementation.
  • Identify programme implementation partners and providers of goods and services.
  • Follow up on contract implementation, assess service quality, and request fund disbursement.
  • Build synergies with other programmes and activities within UNESCO Bangkok and with other development partners.
  • Ensure monitoring and evaluation of programme implementation and reporting on activities.
  • Contribute to monitoring and evaluation of programme activities, reporting on progress, and suggesting updates to the programme timeframe.
  • Regularly monitor the financial status of programmes and develop budget revisions if needed.
  • Prepare, conduct, and follow up on meetings of programme coordination and technical mechanisms, preparing minutes and action plans.
  • Present strategic analysis on programme performance based on indicators and activity implementation.
  • Prepare reports on programme activities for UNESCO, donors, and partners.
  • Ensure implementation of the communication and visibility plan of the programmes.
  • Foster exchanges of information and experience, identifying new strategies to improve service delivery.
  • Supervise and provide guidance to colleagues supporting these programmes.
  • Liaise with the Government, international and national stakeholders.
  • Ensure programmes alignment with Government reforms in the education sector.
  • Maintain regular relations with national counterparts and key stakeholders.
  • Mobilize UNESCO’s entities in support of Government reforms.
  • Share international experiences and facilitate access to information, knowledge, and good practices.
  • Set-up mechanisms and actions to ensure sustainability of programmes’ outputs.
  • Support UN engagement of the Office through UN planning exercises.
  • Support the Office resource mobilization efforts in higher education, TVET, and digital transformation.
Required Experience
  • At least four (4) years of relevant work experience in Education, including two (2) years acquired preferably at the international level, in technical assistance and project management in the field of education.
  • Work experience in education-related programmes, including TVET, skills development, higher education, or digital transformation and AI in education.
Qualifications

• Advanced university degree (Master's or equivalent) in the field of education, social sciences, international development, or related area.

Other Details
Languages Required
• Excellent knowledge of written and spoken English.
Languages Preferred
• Knowledge of another UN language would be an asset.
Contract Duration
From 7 to 11 months. Duration of contract: 11 months with possibility of extension subject to availability of funds and satisfactory performance. The assignment is expected to start on 1 July 2026 and end on 31 May 2027.
