Overview
The Finance and Budget Officer will be responsible for budget preparation, administration, and financial management within the Common Administrative Platform at United Nations Headquarters.
Key Responsibilities
- Reviews and analyses data for cost estimates and budget proposals for Trust Funds and ad hoc programme activities.
- Provides support to managers for resource requirements in budget submissions and project proposals.
- Reviews, analyses and provides input into programme budget/financial implications to Security Council statements.
- Provides substantive support to intergovernmental and expert bodies in budget review and assists in securing General Assembly approval.
- Issues allotments and monitors budget implementation, determining and recommending reallocation of funds.
- Monitors expenditures to ensure they remain within authorized levels.
- Reviews requisitions for goods and services to ensure correct expenditure objects and fund availability.
- Administers and monitors extra-budgetary resources, ensuring compliance with regulations and procedures.
- Prepares and reviews financial reports to donors.
- Prepares documentation for budget performance submissions.
- Reviews and makes recommendations on budget performance reports, analysing variances.
- Provides substantive support to intergovernmental and legislative bodies, and audits and evaluations.
- Provides expert advice to programme managers on Financial Rules and Regulations.
- Prepares monthly reports on allotments and reviews unliquidated obligations.
- Conducts year-end activities, including reviewing open items.
- Coordinates and provides guidance on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in Umoja.
- Keeps up-to-date on documents/reports/guidelines related to programme and/or peacekeeping budgets and trust funds.
- Monitors and supervises the work of subordinate staff as required.
- Collects and analyzes data to identify trends or patterns and provide insights using data visualization methods.
- Performs other related duties, as assigned.
Required Experience
- A minimum of five years of progressively responsible experience in finance, budget, business administration or related area is required.
- Experience with Trust Funds administration preferably in an international organization is required.
- One (1) year or more of experience in data analytics, including in analyzing large sets of financial data and producing reports using data analytics tools in an Enterprise Resource Planning (ERP) System (such as Umoja), is required.
- Experience in applying financial rules and regulations in the United Nations or a comparable international organization is desirable.
- Experience working with the United Nations common system is desirable.
- Experience with coordinating and providing guidance on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in Umoja is desirable.
Qualifications
An advanced university degree (Master's or Doctorate degree, or equivalent) in business administration, finance or related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
