Overview

The Finance Officer will be responsible and accountable for supporting and coordinating the budgetary and financial functions of the North Pacific Mission.


Key Responsibilities
  • Provide support in monitoring and overseeing financial management for all activities in the Country Office.
  • Undertake preliminary financial analysis of programmes/projects and monitor budget control processes.
  • Provide technical support to Programme/Project Managers for compliance with policies and procedures.
  • Ensure accounting data is properly entered into the ERP system and maintain accurate financial records.
  • Assist in reviewing monthly accounting closure records and returns.
  • Assist in preparation of annual budget for the CO and budgets for new programmes/projects.
  • Inspect Payroll versus programme/project budgets.
  • Coordinate and prepare programme/project financial reports.
  • Liaise with relevant Units at HQ, Administrative Centres and the Regional Office.
  • Supervise and manage the Finance Unit’s staff.
  • Assist in forecasting cash flows and ensure daily control of funds disbursed.
  • Make recommendations on procedural improvements and contribute to training.
  • Provide support in facilitating the financial audit of programmes/projects.
  • Perform other duties as may be assigned.
Required Experience
  • Two years of relevant professional experience with a Master's degree; or four years of relevant professional experience with a University degree.
  • Experience in accounting, financial management and reporting.
  • Experience in preparing clear and concise financial and management reports.
  • Experience working in and with international institutions.
  • Experience with internal control assessment, internal or external audit.
  • Previous work experience in the Region is an advantage.
  • Previous working experience in emergency operations is an advantage.
Qualifications
  • Master's degree in Accounting, Business Administration, or a related field from an accredited academic institution; or University degree in the above fields.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be an advantage.

Languages Required
Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
