UNICEF Procurement Notice: National/International Institutional Consultancy for development and rollout of Learning Passport to support implementation of digital solutions in teaching and learning in Liberia
The purpose: provision of comprehensive technical support to the Education Section at UNICEF Liberia and the Ministry of Education (MoE) for the effective 2026 roll-out of the Learning Passport (LP) in Liberia. This includes the development of a content strategy, the conversion of prioritized curriculum into digital formats, and the delivery of digital education solutions at school and community levels. The selected institution is expected to deploy a multi-disciplinary team to ensure all technical and pedagogical requirements are met. Both UNICEF and the MoE are jointly responsible for reviewing and implementing the Learning Passport This Consultancy will cover development and rollout of Learning Passport to support implementation of digital solutions in teaching and learning by developing digital literacy curriculum content, expanding the radio learning platform and the Learning Passport, and building teacher capacity to deliver inclusive digital learning that promotes girls’ participation in science, mathematics and technology (STEM) while supporting innovations that reach the most vulnerable girls through improved engagement, learning tracking, and assessment.
