Overview

The Technical Field Lead will provide technical assistance, oversight, and capacity strengthening to IRC teams across shelter, construction, procurement, and cash programming components. The role also involves leading the project team to prevent and respond to gender-based violence (GBV) in line with current humanitarian and development needs.


Key Responsibilities
  • Provide technical guidance to field teams on shelter activities.
  • Support beneficiary targeting, verification, and quality assurance of shelter construction.
  • Conduct field visits to monitor progress and identify gaps.
  • Build capacity of field teams through on-site technical support and work plan development.
  • Provide technical supervision for construction, rehabilitation, and repair work.
  • Ensure adherence to approved designs, BoQ, and construction standards.
  • Review and validate technical specifications for materials and construction methodologies.
  • Support quality control processes, including inspections and certification.
  • Provide technical input into procurement planning.
  • Support evaluation of supplier technical submissions and quality of materials.
  • Monitor delivery, storage, and distribution of NFI and construction materials.
  • Provide technical oversight and support to cash-based protection interventions.
  • Ensure compliance with IRC cash programming guidelines and donor requirements.
  • Enforce use of Cash SOPs, tools, and tracking mechanisms.
  • Monitor utilization of cash grants.
  • Support risk identification and mitigation related to fraud, misuse, and safeguarding.
  • Assume primary responsibility for project management and implementation.
  • Lead project planning and oversee program implementation and budget expenditures.
  • Ensure adequate project monitoring and evaluation systems are in place.
  • Assist in program development and design through assessments, proposal writing, and budget development.
  • Develop and deliver training on Access to Justice, GBV, and Child Protection.
  • Contribute to the revision and implementation of a protection sector strategy.
  • Lead the development and updating of program tools.
  • Compile and prepare periodic project progress reports and final reports.
  • Prepare weekly updates and monthly reports.
  • Ensure proper program and donor visibility.
  • Lead data analysis and interpretation exercises.
  • Ensure project team understands and follows ethical practices in data sharing.
  • Provide ongoing supervision, mentoring, training, and technical support to the project team.
  • Ensure Performance Management System documentation is in place.
  • Ensure close collaboration with partners for referrals.
  • Represent the Organization at working group meetings and strategic planning.
  • Ensure regular communication with supervisors and internal departments.
  • Ensure updated referral pathways are available and shared.
Required Experience
  • At least 7 -8 years’ experience in the field of Gender-based violence prevention and response, SRHR with Development and Humanitarian Nexus.
  • Strong understanding of case management, psychosocial support and life skills programming.
  • In-depth understanding of related international standards, and CP, GBV prevention and response strategies.
  • Proven leadership, program management, staff development, planning, analytical, interpersonal, and Communications skills.
  • Demonstrated experience in shelter, procurement oversight and cash-based programming.
  • Strong knowledge of implementation standards, humanitarian shelter guidelines (e.g., Sphere), and compliance frameworks.
Qualifications

• Master’s degree in social work, Gender/Women Studies, Public Health, or other appropriate fields; or a BA in related field with equivalent experience
