Overview
Oversee all procurement and operational procedures according to NRC standards to support program/project implementation in Syria. Ensure capacity building of logistics teams and strategic planning for efficient procurement processes.
Key Responsibilities
- Responsible for mid value bid/tender reviews, endorsing, tracking comments, and sharing analysis.
- Conduct trainings and provide orientation on logistics matters to teams and stakeholders.
- Contribute to country objective of improved efficiency mainly in procurement by reviewing and updating existing systems.
- Identify and build-up needed systems for improving procedure efficiency.
- Ensure procurements are handled efficiently and timely by supervising processes, collaborating with budget holders and programme unit, and capacity building teams.
- Ensure procurement plans are compiled and analysed for possible optimizations and compliance with donor regulations.
- Conduct regular meetings with Budget Holders for review and analysis of procurement plans.
- Make strategic planning for efficient and transparent procurement processes.
- Make analysis reports of procurement processes and challenges countrywide and share them with management.
- Maintain procurement monitoring reports and ensure they are regularly updated.
Required Experience
- Minimum 3 years of senior Logistics experience (Coordinator or above) in Humanitarian/ recovery contexts.
- Experience from working in complex and volatile contexts.
- Knowledge of the Syria context, sanction programme and market is required.
- Proven experience in Supply Change Management and Compliance.
- Experience of logistics systems and structures development.
Qualifications
Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or a relevant field.
