Overview
The Urban Planner will provide administrative, operational, and programme support for the South Sudan component of the EU Operational Support to the IGAD Platform. The role aims to ensure effective coordination and implementation of project activities, contributing to project objectives and expected results.
Key Responsibilities
- Collect, compile, validate, and analyse geo-referenced spatial data.
- Develop and maintain GIS databases and spatial datasets.
- Conduct desk review of planning policies, regulations, standards, and frameworks.
- Assess institutional mandates, governance structures, coordination mechanisms, capacities, and stakeholder roles.
- Conduct multi-scalar and multi-sectoral spatial analysis.
- Assess environmental impacts of natural hazards, climate change, vulnerabilities, risks, and environmental constraints.
- Map and assess existing infrastructure networks and services.
- Produce maps, charts, tables, infographics, and other spatial visualizations.
- Identify, review, and spatially propose infrastructure investments and development interventions.
- Prepare technical reports incorporating spatial analyses, maps, graphics, findings, and recommendations.
- Proofread, edit, and quality-assure all outputs.
- Report regularly on project progress, key activities, challenges, lessons learned, and emerging opportunities.
- Support field missions, ensuring alignment with state government counterparts, communities, humanitarian and development partners.
- Translate, validate, and analyse field mission findings into actionable recommendations and programme documentation.
- Support stakeholder consultations, technical workshops, capacity-building trainings, coordination meetings, and field missions.
- Support the development, review, and finalization of evidence-based reports, technical guidelines, normative products, and knowledge resources.
- Provide substantive technical support to project monitoring, evaluations, surveys, assessments, documentation of lessons learned, identification of best practices, and dissemination of knowledge products.
Required Experience
At least 2 years of relevant work experience in the field of urban development and planning (and/or related fields) is required. Experience working on urban development, migration, displacement, or resilience-related programmes, preferably with international development organizations is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in architecture, civil engineering, urban and regional planning, economics or physical sciences relevant to development and management of human settlements or a related field is required. A first-level university degree in combination with 2 additional qualifying experience may be accepted in lieu of an advanced university degree. Knowledge in GIS/ArcGIS and Adobe Suite Tools (Illustrator, INDesign and Photoshop) is required. Understanding of and experience from managing spatial regional and urban data is required.
