Overview

The Senior Finance and Budget Assistant is responsible for preparing cost estimates, monitoring budget implementation, processing financial documents, and administering payroll and benefits.


Key Responsibilities
  • Preparation of cost estimates and budget proposals.
  • Monitor budget implementation and performance.
  • Ensure requisitions align with authorized budgets.
  • Review requests for creation and extension of positions.
  • Assist in the execution of cost recovery.
  • Perform certifying functions of financial transactions.
  • Processing of financial documents.
  • Preparation of Annual and Interim IPSAS Financial Statements.
  • Act as Local Process Expert for IPSAS reporting and donor financial reporting.
  • Review and analysis of accounting data, financial statements input and preparation of reports.
  • Perform reconciliations of complex data.
  • Scrutinize supporting documents for completeness, accuracy and validity.
  • Verify accuracy of postings and process corrections.
  • Analyze and monitor Open Item Managed accounts (OIM).
  • Perform approval functions of financial transactions.
  • Provide substantive inputs and recommendations on financial performance.
  • Provide functional guidance on Umoja processes.
  • Perform Payroll comparison and data validation.
  • Prepare Payroll data for monthly mass upload files.
  • Audit various accounting transactions.
  • Provide information to Pension Fund participants and beneficiaries.
  • Monitor all insurance transactions.
  • Serve as Lead Payroll Processor in approving off cycle requests and payroll advances.
  • Serve as Lead Payroll Processor in running the monthly payroll and correction payroll.
  • Perform supervisory functions as team leader and First Reporting Officer (FRO).
  • Prepare and analyze reports to identify anomalies.
  • Perform data extraction and prepare various reports.
  • Respond to queries and draft correspondence.
  • Ensure accurate and complete accounting, reporting and internal control systems.
  • Ensure that all relevant records and audit trails are maintained.
  • Act as team leader and provide day to day management and supervision, training and guidance.
  • Inspire the team to translate the unit vision into results.
  • Assist in the planning of unit and team staff work plans.
  • Assist with the collection and analysis of data.
  • Assist with visualizations and updating information material.
  • Take the lead on presentations and technical articles.
  • Knowledge retention and quality assurance focal point for the team.
  • Perform other related duties as required.
Required Experience

A minimum of ten (10) years of working experience in payroll, finance, budget or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level University degree. Experience with the Enterprise Resource Planning (ERP) and finance system such as Oracle or SAP is desirable. Experience with International Public Sector Accounting Standards (IPSAS) is desirable. Experience with integrated business processes, data analytics and reporting is desirable. One (1) year or more of experience in data analytics or related area is desirable.

Qualifications

Completion of secondary education/ high school diploma is required. Supplemental courses/ training in finance, administration, project management or related field is required.
