Overview

The National Program Officer (RRR-DS) will coordinate the implementation of Rehabilitation, Reconciliation, and Reintegration (RRR) and Durable Solutions (DS) initiatives and projects, providing operational guidance and technical supervision to staff across Iraq.


Key Responsibilities
  • Coordinate the overall implementation of RRR and DS initiatives and Projects, including financial, administrative, and technical aspects.
  • Provide operational guidance and technical supervision to RRR-DS staff.
  • Monitor RRR projects progress and provide recommendations for improvements.
  • Identify programme priorities and contribute to the development of new projects.
  • Supervise field staff and Implementing Partners.
  • Plan, develop, organize, and deliver capacity building activities.
  • Supervise, train, and guide project staff and consultants.
  • Monitor compliance with project partners and implementing entities.
  • Liaise with Government entities, IPs, UN agencies, and other stakeholders.
  • Support building synergies within RRR portfolio and with other programmes.
  • Monitor and evaluate delivered assistance and ensure timely reporting.
  • Participate in the development and adjustment of methodologies, approaches, and SOPs.
  • Ensure application of IOM standard procurement, logistic, and financial procedures.
  • Coordinate with other units and departments within IOM Iraq.
  • Contribute to information management and visibility.
  • Coordinate the elaboration and dissemination of financial, narrative, and other reports.
  • Identify potential areas for project development and contribute to resource mobilization.
  • Participate in relevant conferences, working groups, workshops, and forums.
  • Represent the unit at relevant events when delegated.
  • Undertake duty travel as required.
  • Perform other duties as may be assigned.
Required Experience
  • Master’s degree with two years of relevant professional experience, or University degree with four years of relevant professional experience.
  • Professional experience in working for an International NGO or UN agency in humanitarian and emergencies, complex post-conflict recovery or stabilisation contexts is required.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Excellent work planning and project implementation skills.
  • Good communication skills and excellent ability to coordinate across multiple internal units and external organizations.
  • Experience in project development and capacity-building activities.
  • Understanding migration, reintegration processes, and climate change vulnerability within the context of IOM programming is an asset.
  • Proficiency in MS Word, PowerPoint, and Excel is required; basic data analysis skills are desirable.
  • General knowledge of UN system policies, rules, regulations, and procedures governing administration is considered an advantage.
  • Knowledge of UN and bilateral donor programming.
Qualifications

Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution, or University degree in the above fields.
