Overview

Manage Human Resources functions for a Country Office, overseeing administration, talent management, and policy implementation.


Key Responsibilities
  • Oversee Human Resources Management function in accordance with organizational policies.
  • Advise on interpreting and applying Human Resources policies, rules, and regulations.
  • Supervise and monitor HR staff in administrative transactions, including contract preparation and PRISM HR updates.
  • Ensure personnel files and attendance records are maintained and updated.
  • Facilitate the maintenance of the HR/Training database.
  • Act as a Focal Point for external HR Companies for recruitment and deployment.
  • Maintain the CO’s PRISM HR module and keep information up to date.
  • Supervise the preparation of the monthly payroll for national staff.
  • Assist with roll-out and implementation of new HR policies and procedures.
  • Propose appropriate administrative procedures in human resources administration.
  • Implement personnel policies and procedures for national staff.
  • Oversee contractual situation and administration of entitlements for local staff.
  • Advise Project Managers on staffing and personnel issues.
  • Liaise with HQ, MAC, and Finance Unit on international staff benefits and entitlements.
  • Support in managing administrative actions, grievances, and disciplinary matters.
  • Supervise administration and renewal of visas and residence permits for international staff.
  • Attend external meetings and brief CO management.
  • Advise on staffing issues and oversee elaboration of project staffing tables.
  • Advise and support line managers in recruitment processes.
  • Monitor compliance with the Staff Evaluation System (SES).
  • Coordinate planning and organizing of staff development and training.
  • Review and assess staff training and development needs.
  • Assist in preparation of administrative reports.
  • Oversee preparation of reports pertaining to personnel administration.
  • Assist in monitoring implementation of internal controls to prevent fraud.
  • Review audit recommendations on HR matters and implement them.
  • Prepare special reports and participate in/lead special HR projects.
  • Perform other duties as assigned.
Required Experience
  • Five years of relevant professional experience with a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field; or seven years of relevant professional experience with a University degree in the same fields.
  • Working experience in administration and all facets of HR, Talent acquisition, talent management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines.
  • Previous working experience in an international organisation is an advantage.
  • Previous working experience in Africa and/or developing countries is an advantage.
Qualifications

Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution; or University degree in the above fields.

Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
Contract Duration
