Overview
The Chief Legal Expert (Consultant) will provide high-level legal expertise to support Ukraine's EU and Schengen approximation agenda, focusing on migration and border governance.
Key Responsibilities
- Lead legal assessments of Ukrainian legislation against EU acquis and international instruments.
- Provide senior-level legal advice on EU alignment, Schengen approximation, and migration policy.
- Draft, review, and support the development of legislative, regulatory, and policy acts.
- Provide follow-up legal advice on implementing legislative initiatives.
- Prepare recommendations on legislative amendments or new legal acts.
- Advise on institutional and legislative measures for Schengen standards alignment.
- Screen Ukrainian legislation against the Schengen acquis.
- Provide legal opinion and support legislative drafting for ICT solutions.
- Ensure strategic and operational coherence in the legal approximation process.
- Lead expert-level legal discussions with stakeholders.
- Produce policy briefs, legal opinions, and technical papers.
- Participate in expert consultations, coordination platforms, and legislative drafting sessions.
- Support knowledge transfer and capacity development.
Required Experience
- At least fifteen years of experience.
- Proven experience in the legal drafting of migration-related legal acts.
- Extensive experience in policy and legislative analysis, including assessment of national legislation against EU law, international standards and institutional reform requirements.
- Demonstrated experience in providing high-level legal advice to government institutions, international organizations, or public authorities involved in migration, border management, EU integration or related governance reforms.
- Strong knowledge of Ukrainian legislation in the fields of migration, legal status of foreigners and stateless persons, border management, administrative procedure, inter-agency cooperation and data governance.
- Experience in drafting or reviewing legal acts supporting ICT solutions, digitalization, information exchange, personal data processing or biometric data governance would be an asset.
Qualifications
Advanced Degree in Law, International Law, Migration Law or other related fields.
