Overview
The Senior Officer Protection and Rule of Law will supervise protection and rule of law teams and implement activities in line with project descriptions and IRC and donor procedures. The main objective is to support protection officers and monitoring partners in strategy definition, capacity building of teams and community members on general protection, protection monitoring, community-based protection, case management for persons with specific needs victims of protection incidents, legal assistance, and community education activities on human rights and strengthening the protection environment.
Key Responsibilities
- Supervise and ensure quality in the implementation of protection and rule of law activities.
- Organize capacity-building activities for community members on protection and rule of law themes and approaches.
- Conduct regular follow-up with teams and community structures for the implementation of protection and rule of law activities.
- Ensure the participation of the protection and rule of law team in rapid protection assessments and other integrated program activities.
- Ensure adherence to procedures and principles of protection case management supported by IRC in the Diffa region.
- Develop a monthly work plan for protection and rule of law teams.
- Develop Terms of Reference (TDRs), activity budgets, and monthly fund requests from the protection and rule of law team before submitting them to the supervisor for approval.
- Support the field protection team in implementing capacity-building activities for actors on Human Rights and other general protection themes.
- Contribute to the development of tools and other materials for the protection program.
- Ensure regular updating of the CPMS and other protection and rule of law tools, as well as the indicator dashboard.
- Provide a statement of monthly expenditure needs for the protection and rule of law component.
- Organize monitoring missions for the implementation of protection and rule of law activities in different sites under responsibility and propose changes or solutions as needed, including to protection monitoring partners.
- Cultivate and maintain a good working relationship with key humanitarian actors, including local authorities and international non-governmental organizations.
- Develop and maintain good relations with referral actors involved in general protection.
- Liaise with other IRC components and programs implemented in the locality to ensure program synergy.
- Organize meetings with referral partners to ensure good collaboration and quality of services offered to persons with specific needs victims of protection incidents.
- Ensure documentation of identified protection cases (existence of updated physical files).
- Ensure the updating of protection-related data in the database and tools designed for this purpose, as well as project indicators (BDD PROL).
- Ensure the production of mandatory reports related to the component (protection monitoring report, activity report, protection situation).
- Supervise a team of protection and rule of law officers in the Diffa region.
- Ensure the deployment, leave organization, and attendance of protection and rule of law officers.
- Establish and maintain a team spirit and conviviality within the team.
- Conduct performance evaluations of protection and rule of law officers under supervision within deadlines.
- Identify capacity-building needs for teams and ensure their implementation.
- Monitor and proactively evaluate the safety and security of the team; promptly report concerns or incidents to the Protection Manager.
- Meet with community representatives and other external parties as needed to maintain and improve the security environment for IRC programs.
- Perform any other functions assigned by the supervisor to enable the development of IRC programs.
- Participate in any intersectoral evaluation process, including analysis and planning, upon request.
Required Experience
- At least 3 years of experience in implementing protection programs in the humanitarian or development sector.
- Experience working within an NGO in a humanitarian context.
- Experience in supervising and managing a team in a multicultural environment.
- Demonstrated ability in protection monitoring and case management for persons with specific needs (including child protection and GBV), respecting protection principles: confidentiality, informed consent, best interests, and the principle of do no harm.
- Experience in protection monitoring, community-based protection, and referral pathways in emergency contexts.
- Experience in community mobilization on general protection.
- Experience in capacity building and support for staff and communities.
- Experience in budget/funding management and project proposal design would be an asset.
Qualifications
- Minimum university degree (Licence) or equivalent in Law, Human Rights, or related disciplines.
- Knowledge of legal protection frameworks (refugee/IDP law, IHL) and experience in legal assistance, referral to justice actors, and human rights education.
