Overview
The Programme Development Manager will profile programme development and resource mobilisation efforts for the Afghanistan Country Office, contributing to portfolio analysis, donor engagement strategies, and leading pipeline tracking and proposal development processes.
Key Responsibilities
- Analyse current portfolio and identify trends to inform funding strategy.
- Identify and track relevant upcoming funding opportunities.
- Participate in key donor meetings to gather intelligence and foster collaboration.
- Cultivate business relationships with external stakeholders and potential partners.
- Implement the funding strategy and ensure coordination among country office teams.
- Set targets for donor engagement and influencing donor strategies.
- Undertake regular donor landscape mapping and prepare donor engagement plans.
- Work with Technical Advisors to disseminate thematic briefs and funding plans.
- Prepare materials to facilitate donor engagement and bolster SCI Afghanistan's reputation.
- Monitor news media and donor/government sources for potential changes in strategy, regulations, and legislation.
- Provide technical support to the Partnership Unit for sub-awarding and synergy creation.
- Drive interdepartmental coordination for project design and proposal development.
- Lead the development and monitoring of the proposal development calendar.
- Identify lessons learned from ongoing programs to inform new program design.
- Serve as a steward of program development processes and provide training.
- Lead teams in quarterly lessons learned reviews based on proposals developed.
- Write sections of proposals and review inputs for quality control.
- Facilitate input of technical advice from global team technical backstops or Member Office technical advisors.
- Ensure BD and quality assurance tools are used effectively in proposal development.
- Assist in managing additional team capacity during high demand times.
- Ensure accurate and timely overview of funding priorities and pipeline health are shared.
- Contribute to institutional learning by documenting and sharing bid management practices.
- Support effective and joined-up strategic resource mobilisation for emergencies.
- Deploy to support funding coordination in the first phase of major regional responses when possible.
Required Experience
- Recommended minimum of 4 years’ experience working in both emergency and development contexts, with solid experience in more than one of the Save the Children priority sectors: education, child poverty, child protection, child rights governance, health and nutrition.
- 2.5+ years proven experience in leading the development of large-scale complex proposals, including project budgets greater than $1 million and leading proposal development with consortia.
- 2.5+ years proven experience of engaging and building relationships with donors and government entities.
- Knowledge of the requirements of major institutional donors including budgeting, eligibility issues, compliance management, and reporting.
- Skills in leading donor landscape mapping, development of donor engagement and funding strategies.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
- Experience in donor mapping and knowledgeable on the Afghanistan context of donor landscape (Desirable).
- Experience in strategic portfolio analysis (Desirable).
Qualifications
Background in business development or grants, donor and relationship management, strategic portfolio analysis and planning in non-profit management or related discipline.
