National Information Technology/ Systems Integration Expert (SSA) - Roster Call

Overview

To integrate real-time data feeds into an existing monitoring system, configure automated alerts, build national capacity, and ensure sustainable handover of IT infrastructure.

Key Responsibilities

• Inception with stakeholders and review of the MoES GLOF monitoring system architecture.
• Assess telemetry, communication, and IT infrastructure requirements for integrating real-time sensor data.
• Prepare the IT integration plan.
• Configure telemetry endpoints, data ingestion pipelines, and database schemas.
• Integrate data feed into the MoES monitoring interface.
• Define redundancy and backup protocols.
• Configure automated alert thresholds and implement multi-channel alert dispatching.
• Conduct user acceptance testing.
• Provide on-the-job training to technical staff.
• Develop administrator and user manuals.
• Prepare incident response and recovery procedures.
• Commission the integrated system and document as-built configuration.
• Formally handover the IT infrastructure to the MoES IT/GIS Unit.
• Participate in the project closure meeting.

Required Experience

Minimum 5 years of professional experience in IT system integration, with demonstrated experience in real-time data acquisition systems (SCADA / IoT / telemetry); Demonstrated experience with database systems (PostgreSQL/PostGIS or comparable), data ingestion APIs and dashboarding solutions; Experience working with environmental or hydrometeorological monitoring networks is a strong asset; Experience in Disaster Risk Reduction is an asset; Familiarity with cybersecurity best practices, backup / redundancy and disaster recovery; Proven training and capacity-building experience.

Qualifications

University degree (Bachelor’s or higher) in information technology, computer science, software engineering, telecommunications or a closely related discipline.
