Mid-Term Reviewer – Palau project (GEFID 10907) and Viet Nam project (GEFID 10906)

Overview

Consultant to conduct a Mid-Term Review of two projects: one in Palau focused on biodiversity conservation and aquaculture, and another in Viet Nam focused on marine and coastal natural capital assessment for blue economic growth.

Key Responsibilities

• Conduct preliminary desk review and introductory interviews.
• Prepare the review framework.
• Identify stakeholders and develop interview/questions matrix.
• Plan the review schedule and prepare the MTR Inception Report.
• Conduct further desk review and in-depth interviews.
• Undertake field assessment missions to Palau and Viet Nam.
• Report progress to the Task Manager.
• Draft and finalize MTR Review Reports, including executive summary, analysis, lessons learned, recommendations, and ratings table.
• Prepare a Response to Comments annex.
• Maintain positive relationships with stakeholders.
• Communicate promptly with the Task Manager.

Required Experience

At least seven (7) years of technical/evaluation experience, preferably including evaluating large, regional, or global programs and using a Theory of Change approach. Professional work experience in biodiversity conservation within the Asia-Pacific region is required. Experience in GEF Biodiversity projects is desirable. Knowledge of the UN system, preferably including the work of UNEP, is desirable. Experience in aquaculture and marine and coastal natural capital assessment is desirable.

Qualifications

A minimum advanced university degree in environmental sciences, international development, or another relevant political or social sciences area is required. A first-level university degree in the same area is acceptable with two additional years of relevant experience.
