Overview

The International Operations Manager (IOM) post is located in Regional Offices and reports directly to the Regional Director. The IOM provides strategic leadership and advice on all aspects of operations, from financial resources and budget management to IT, general administration, and security.


Key Responsibilities
  • Provide strategic direction for UNFPA operations within the region.
  • Ensure overall operations are carried out effectively, efficiently, on time and in a transparent manner.
  • Monitor and guide the implementation of internal control mechanisms.
  • Act as regional audit focal point and support internal and external audit work.
  • Determine optimal techniques/processes for improving effectiveness and efficiency of business operations.
  • Build capacity of operations staff through coaching and mentoring.
  • Support COs in the implementation of the efficiency agenda.
  • Provide oversight over the operations in the COs within the region.
  • Serve as a member of the Regional Management Team, and provide advice and support to the Regional Director and the Deputy Director on operations issues.
  • Oversee operational and staffing requirements for Programmes within Region and their component projects.
  • Manage services and team in the functional areas of operations support: budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology, and safety and security.
  • Analyze operational aspects of project inputs.
  • Ensure strategic and efficient management of offices and programmes financial resources.
  • Develop appropriate alternative solutions to meet programme and office objectives.
  • Understand business needs of the Regional Programme, to anticipate challenges, propose viable solutions.
  • Maintain optimal staffing of offices and projects.
  • Monitor implementation by service providers.
  • Supervise implementation of corporate financial, procurement and administrative systems.
  • Ensure a continuous and updated flow of information between country offices, RO, and headquarters.
  • Maintain oversight for the timely provision of goods and services, inventory and supplies management and last miles assurance.
  • Manage UNFPA assets and liabilities and ensure proper inventory control.
  • Ensure that UNFPA interests are reflected in common system activities.
  • Ensure corrective action taken as appropriate on audit findings, advances, Purchase Orders and Requisitions, payments and other financial/administrative issues.
  • Perform any other duties as may be required by the Regional Director/Deputy Regional Director.
Required Experience

At least seven (7) years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, including 3 or more years’ experience in managing teams in a complex organizational setting. Field experience is essential; humanitarian context is an asset.

Qualifications

Postgraduate university degree in any of the following disciplines: Public Administration or Business Administration, Economics, Management or other related field.
