Overview
The International Operations Manager (IOM) leads strategic planning for UNFPA operations, including financial, procurement, IT, travel, logistics, and common services, to support the delivery of the country programme and achieve key results impacting operational economy, efficiency, and effectiveness.
Key Responsibilities
- Contribute to the delivery of the country programme and ensure overall operations are carried out effectively, transparently, and in compliance with policies.
- Ensure annual and longer-term management targets are met.
- Determine optimal approaches for improving business management effectiveness and efficiency.
- Drive knowledge management practices.
- Build staff capacity through coaching and mentoring on operations management.
- Ensure the integrity of financial systems and consistent application of rules.
- Supervise operations staff, demonstrating performance appraisal and transparent leadership.
- Oversee official travel, logistics, and premises; establish work plans and monitor results.
- Ensure high-quality procurement and project support services.
- Monitor financial exception reports for unusual activities.
- Coordinate HR administration as the Human Resources Focal Point.
- Provide advice on administrative HR processes.
- Liaise with HRBP on HR issues.
- Research and implement global HR procedures and policies.
- Serve as CO Focal point for GSS feedback and implementation.
- Liaise with UNDP for Benefits and Entitlements, including payroll and leave monitoring.
- Become an expert in the ERP system for financial and HR transactions.
- Provide policy support, guidance, and advocacy for common services.
- Ensure common services and joint arrangements benefit UNFPA.
- Support staff safety by driving compliance with UN MOSS and MORSS.
- Represent UNFPA in the Security Management Team and implement security measures.
- Represent UNFPA in Operations Management Team meetings.
- Represent UNFPA in inter-agency administrative meetings.
- Identify new approaches to enhance UNFPA delivery capacities and cost effectiveness.
- Promote a client-oriented approach among operations staff.
- Carry out any other duties as may be required.
Required Experience
Seven (7) years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, including 3 or more years’ experience in managing teams in a complex organizational setting. Experience in international development and dedication to the principles of the United Nations. Field experience is essential.
Qualifications
Postgraduate university degree in any of the following disciplines: Public Administration or Business Administration, Economics, Management or other related field.
