Overview
The International Operations Manager (IOM) leads strategic planning for UNFPA operations, managing a portfolio including financial, procurement, IT, travel, logistics, and common services to support the country programme's delivery.
Key Responsibilities
- Contribute to the delivery of the country programme and ensure operations are effective, transparent, and compliant.
- Ensure annual and longer-term management targets are met.
- Determine optimal approaches for improving business management effectiveness and efficiency.
- Drive knowledge management practices.
- Build staff capacity through coaching and mentoring on operations management.
- Ensure the integrity of financial systems and consistent application of rules.
- Supervise operations staff.
- Oversee official travel, logistics, and premises.
- Ensure high-quality procurement and project support services.
- Monitor financial exception reports.
- Coordinate timely HR administration as the Human Resources Focal Point.
- Provide advice on administrative HR processes.
- Liaise with HRBP on HR issues.
- Research and implement global HR procedures and policies.
- Act as CO Focal point for GSS feedback and implementation.
- Liaise with UNDP for benefits and entitlements.
- Become an expert in the use of the ERP system.
- Provide policy support, guidance, and advocacy on common services.
- Ensure common services benefit UNFPA.
- Drive compliance with UN Minimum Operating Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS).
- Represent UNFPA in the Security Management Team and Operations Management Team (OMT).
- Represent UNFPA in inter-agency administrative meetings.
- Identify new approaches to enhance UNFPA delivery capacities.
- Promote a client-oriented approach among operations staff.
- Carry out any other duties as may be required.
Required Experience
Seven (7) years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, including 3 or more years’ experience in managing teams in a complex organizational setting. Experience in international development and dedication to the principles of the United Nations. Field experience is essential; humanitarian context is an asset.
Qualifications
Postgraduate university degree in any of the following disciplines: Public Administration or Business Administration, Economics, Management or other related field.
