Overview
The International Operations Manager (IOM) leads strategic planning for UNFPA operations, including financial, procurement, IT, travel, logistics, and common services, to support the delivery of the country programme and achieve the 2030 Agenda.
Key Responsibilities
- Contribute to the delivery of the country programme and ensure overall operations are carried out effectively, transparently, and in compliance with policies.
- Ensure annual and longer-term management targets are met.
- Determine optimal approaches for improving effectiveness and efficiency of business management.
- Drive knowledge management practices within the office.
- Build capacity of staff through coaching and mentoring on operations management.
- Ensure the integrity of financial systems, review budget requirements, and apply rules and regulations.
- Supervise operations staff, demonstrating performance appraisal and transparent leadership.
- Oversee official travel, logistics, and premises; establish work plans and monitor results.
- Ensure high quality provision of procurement and other project support services.
- Routinely monitor financial exception reports for unusual activities and transactions.
- Coordinate with the Regional Human Resources Business Partner to ensure timely HR administration.
- Provide advice to management and staff on administrative HR processes.
- Liaise with the HRBP on HR issues needing to be addressed by DHR.
- Keep abreast of global HR procedures and policies.
- Act as the CO Focal point for GSS feedback and implementation.
- Liaise with UNDP counterparts for correct Benefit and Entitlements.
- Become an expert in the use of the ERP system for financial and HR transactions.
- Provide policy support, guidance, and advocacy on common services with other UN organizations.
- Ensure common services and joint arrangements benefit UNFPA.
- Support staff safety by driving compliance with UN MOSS and MORSS.
- Represent UNFPA in the Security Management Team and implement security measures.
- Represent UNFPA in Operations Management Team (OMT) meetings.
- Represent UNFPA in inter-agency administrative meetings.
- Identify new approaches to enhance UNFPA delivery capacities and cost effectiveness.
- Promote a client-oriented approach among all operations staff.
- Carry out any other duties as may be required.
Required Experience
Seven (7) years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, including 3 or more years’ experience in managing teams in a complex organizational setting. Field experience is essential; humanitarian context is an asset.
Qualifications
Postgraduate university degree in any of the following disciplines: Public Administration or Business Administration, Economics, Management or other related field.
