Overview
The Operation Manager will provide overall operational leadership and support for the "Foundational Learning Improvement Project" funded by the Global Partnership for Education (GPE). The role ensures efficient, effective, and compliant implementation of the grant, overseeing finance, logistics, procurement, administration, and human resources.
Key Responsibilities
- Lead and coordinate all operational functions supporting STG implementation.
- Oversee procurement processes, ensuring transparency and value for money.
- Ensure timely delivery of goods, services, and equipment.
- Manage contracts and vendor relationships.
- Provide guidance and capacity building on procurement and logistics.
- Ensure project activities align with workplans and budgets.
- Support financial oversight, expenditure tracking, and reporting.
- Facilitate smooth administrative operations.
- Supervise and support the PMU operation team.
- Oversee administrative PMU HR functions.
- Act as a focal point for operational coordination between SCI and MoES.
- Ensure operational compliance with SCI policies and GPE standards.
- Identify and mitigate operational risks.
- Support internal and external audits.
- Prepare regular operational process reports.
- Support the preparation of quarterly and annual progress reports.
- Maintain documentation of all STGFLIP transactions.
- Identify capacity gaps and provide training to MoES departments.
- Develop tools and standard operating procedures for operations.
- Support MoES in institutionalizing improved operational practices.
Required Experience
Minimum 7 years of experience in operations, logistics, or grant management, preferably in the education or development sector. Proven experience managing complex donor-funded projects (experience with GPE, USAID, UNICEF, or EU projects is an advantage). Strong knowledge of procurement and financial management procedures in international NGOs or UN agencies. Demonstrated ability to coordinate with government partners, particularly ministries or education authorities.
Qualifications
Bachelor’s or Master’s degree in Business Administration, Public Management, Logistics, Finance, or related field.
